Robert “Bob” Casey Jr.

He is a strong advocate for policies that will raise wages for the middle class and improve early learning opportunities and health care for children. Senator Casey serves on four committees, including the Finance Committee, the HELP Committee, and the Select Committee on Intelligence. He is also the Chairman of the Special Committee on Aging, where his agenda is focused on policies that support seniors and individuals with disabilities.

Born and raised in Scranton, Pennsylvania, Senator Casey graduated from The College of the Holy Cross in 1982, and spent the following year teaching fifth grade and coaching eighth grade basketball in inner city Philadelphia for the Jesuit Volunteer Corps.  He received his law degree from Catholic University in 1988, and entered the practice of law in Scranton.  Senator Casey and his wife, Terese, live in Scranton and have four adult daughters.

AGRICULTURE

Supporting Pennsylvania's farmers and protecting its natural resources

Senator Casey believes that our farmers play an essential role in supporting our rural communities and feeding families across the state and beyond.  Senator Casey has worked to secure wins through past Farm Bills to support dairy farmers, organic agriculture, specialty crops, and other industries critical to Pennsylvania’s agriculture landscape.

As stewards of the land, farmers contribute significantly to conservation efforts to protect and improve our shared natural resources.  To support these efforts, Senator Casey continues to advocate for conservation investments that contribute to farm income and also address climate change and improve water quality, including additional support to improve the Chesapeake Bay.  Additionally, Senator Casey has led efforts to connect excess food products with families in need through commodity purchases to support food bank distribution, as well as the establishment of farm-to-food-bank projects.

Fighting for a strong start for every Pennsylvania child

Senator Casey believes that all children deserve a strong start in life, and the economic health of our Nation rests upon how well we help prepare our children for success. In the 21st century, it is time that we give our children a fair shot to achieve the future they deserve. That's what his Five Freedoms for America's Children agenda is about: securing for our kids the Freedom to be Healthy, Freedom to be Economically Secure, Freedom to Learn, Freedom from Hunger and the Freedom to be Safe from Harm.

By laying a solid foundation that includes health, economic security, education, nutrition, and safety from the day they are born, we can ensure all children can grow to their full potential. As Chairman of the HELP Committee's Subcommittee on Children and Families and a member of the Committee on Finance, Senator Casey is fighting each day to ensure that children’s needs are being considered in policymaking at every level.

Fighting for equal rights under the law for all people

Senator Casey believes that each generation of Americans has a fundamental obligation to advance and protect the cause of civil rights, as our Nation continues its pursuit to become a “more perfect Union.”  This Nation was founded on the notion of freedom and equality for all, and it is imperative that we work until these principles are a reality for every person.

Whether it is fighting for voting rights, equity in our criminal legal system, or policies to support women, the LGBTQ+ community, immigrants, and other marginalized communities, Senator Casey is committed to ensuring that our government provides equal protection under the law for all people.

CLIMATE & ENVIRONMENT

Defending our planet for today and tomorrow

Pennsylvania’s Environmental Amendment to the state constitution states, “the people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment…”.  Senator Casey believes strongly in this constitutional amendment and the responsibilities that these rights place upon him.

The climate crisis not only threatens the health of the environment for future generations, but it is already having a devastating impact on our communities today by negatively affecting our public health, agriculture, economy, and environment.  We need to invest in meaningful climate action now, and we can do so while also creating good jobs and providing robust assistance for training and skill development.  Senator Casey believes that we can and we must do both.

Further, Senator Casey believes that our efforts to protect the environment and address the climate crisis must also confront a legacy of environmental injustice in frontline communities throughout our Nation.  Senator Casey is focused on advancing policies that ensure all people have equal protection from environmental hazards, in order to live full and productive lives.

CONSUMER PROTECTION

Keeping people safe and markets in check

Senator Casey believes that government can play a vital role in protecting consumers from practices that endanger public safety, health, and well-being, and that consumers are entitled to accurate, thorough, and accessible information that empowers them to safeguard their families in an increasingly complex world.

Additionally, Congress and government agencies have a responsibility to ensure that financial products and markets must work for consumers.  The creation of the Consumer Financial Protection Bureau (CFPB) was a key step toward ensuring that consumer risks and concerns are at the heart of our financial regulatory system.  Senator Casey is committed to preserving the CFPB's ability and authority to execute its mandate, promote financial education, monitor financial markets for risks to consumers, and restrict unfair or abusive practices like scams and predatory lending.

Similarly, government oversight and regulation by agencies, such as the CFPB and the Federal Trade Commission, can play an important role in making markets work for middle-class Americans.

CYBERSECURITY

Protecting personal data and America's networks

Senator Casey is increasingly concerned by the weaponization of information and data and the growing role cybersecurity plays in U.S. national security.  Cybersecurity and national security are increasingly intertwined.  Our Nation’s cybersecurity – that of our government agencies, corporations, and everyday Americans – is increasingly under threat by those who seek to undermine our national security, the integrity of our elections, and the privacy of consumers.

It is no secret that recent breaches of government agencies and major corporate entities, as well as foreign cyber activity during the 2016 presidential elections, have revealed significant gaps in our cybersecurity infrastructure.  Senator Casey continues to advocate for sustained investment in cybersecurity infrastructure and capacity, both in government and by the private sector, as it is essential to protect the safety and privacy of Americans.

As a member of the Select Committee on Intelligence, Senator Casey is committed to conducting stringent oversight of government agencies responsible for U.S. national security, and ensuring they have the necessary resources to counter 21st century threats.

DISABILITIES & ACCESSIBILITY

Ensuring people with disabilities have the opportunities and access available to all Americans

The Centers for Disease Control and Prevention (CDC) estimates that there are 61 million people in the United States with a disability.  From newborns to the oldest seniors, disability is part of our communities and families.

For the over 1.8 million Pennsylvanians with disabilities and all those across our Nation with similar circumstances, Senator Casey believes they should have the same opportunities as people without disabilities: to secure a quality education, to have comprehensive health care, and to work at a good job where it is possible to be economically self-sufficient.  He also believes people with disabilities should be free from the prejudice and bias of low expectations and limited opportunities.

Accessibility means that our physical spaces, roads and buildings, schools, and stadiums are accessible.  It also means our ever-expanding virtual world – websites, online work places, and virtual services – are accessible, too.  All aspects of our society must be accessible to people with all types of disabilities.  The Americans with Disabilities Act affirms the civil rights of people with disabilities.  However, those rights cannot be fulfilled without supports.  Senator Casey is committed to working to provide the supports that will enable people with disabilities to exercise their right to self-determination.

Enabling Pennsylvania's kids to grow and succeed

Senator Casey believes that a quality education from early childhood through college is of paramount importance for every child, and in turn, the future of Pennsylvania and our Nation.  Ensuring all children have access to a high-quality education not only improves their economic success, but is also critical to developing a well-rounded and civically engaged population.

Powering the Commonwealth and America

Pennsylvania has been a national leader in energy production.  Senator Casey believes we must maintain that status while also working to address the climate crisis and invest in energy solutions that bring economic, health, and environmental benefits to all Pennsylvanians.  We must increase the use of renewable energy to address the climate crisis, while also recognizing and prioritizing the protection and creation of good-paying jobs in the energy sector.

Senator Casey also works to protect the health and safety of communities throughout the Commonwealth, which is why he supports the regulation of natural gas extraction, as well as disclosure of chemicals involved in the process.  Our communities absolutely deserve transparency when it comes to protecting human health, and Senator Casey supports responsible fracking that is regulated and closely monitored to protect our communities.

FAIR TAX POLICY

Reinventing the system to help workers and the middle class

Senator Casey believes there is no more urgent priority for our Nation than rebuilding the middle class by raising wages and creating good-paying jobs.  Our tax system can play a critical role in ensuring that all residents of the Commonwealth have a fair shot at financial stability in today’s economy.

Across our Commonwealth's cities and towns – large and small, urban and rural – Senator Casey has heard a consistent message from Pennsylvanians: too many families are struggling to get ahead while a fraction of the elite reap the benefits of a tax and financial system that rewards the few at the expense of the many.

For too many families, their costs keep going up, but their wages do not keep pace.  Senator Casey supports reversing the massive tax cuts for the ultra-wealthy and big corporations passed in 2017, and enacting tax policies to rebuild the middle class, reduce child poverty, lower the costs of child care, and support working parents and opportunities for all Americans.

Fighting for a fair share

Senator Casey fights to ensure that residents of the Commonwealth get a fair share of federal funding, from our largest cities to our small towns and rural areas.  Senator Casey frequently works to establish that formula grants created by legislation do not disadvantage Pennsylvania, and he actively participates in the appropriations process to ensure that Pennsylvania needs are championed in Congress.  He also assists Pennsylvania organizations applying for federal grants and helps constituents navigate the federal bureaucracy, so they can better help their local communities.

GUN VIOLENCE

Combatting the gun violence epidemic and supporting survivors and families

Gun violence is a public health epidemic ravaging our Nation and disproportionately affecting our communities of color.  Senator Casey believes that we have an obligation to do everything that we can to combat this uniquely American problem, including passing commonsense measures to keep dangerous firearms out of the hands of dangerous people.  Those efforts should include universal background checks, limits on magazine size, and banning military-style assault weapons.  He also believes that we must increase our efforts to support the millions of gun violence survivors across our Nation who struggle to cope with the aftermath of this senseless violence.

Fighting for affordable health care and a healthier Commonwealth

American families deserve access to quality, affordable health care, and ensuring access to this care is a top priority for Senator Casey.  Senator Casey is a member of the Committee on Health, Education, Labor and Pensions and the Committee on Finance, both of which oversee policies and programs related to health care access.  Senator Casey also serves as the Chairman of the Special Committee on Aging, where he constantly advocates for the health care needs of older Americans and those with disabilities.

Senator Casey uses his positions on these committees to defend the Affordable Care Act, protect Medicaid and Medicare, expand and protect health care access for all Pennsylvanians, lower out-of-pocket health care costs for seniors and families, ensure children have a healthy start in life, and promote lifesaving biomedical research.

Support for safe homes across the Commonwealth

Senator Casey believes in safe, secure, and affordable housing for all Pennsylvanians, and that includes his commitment to housing stability.

The COVID-19 pandemic demonstrated what we have all known for too long – that homelessness has calamitous effects on individual and community health.  Safe housing also means resilient housing, built away from or to withstand the worsening effects of climate change, and housing that is safe from environmental risk and contamination.  Senator Casey advocates for policies to support these efforts at the federal level.

The American immigration system as it exists today fails to address the needs of our economy, our families, and our national security.  Senator Casey believes we must take an accountable, commonsense approach to immigration reform.  This means enacting policies that bring undocumented immigrants out of the shadows and into our communities and economy, secure our borders, unite families, and ensure individuals fleeing violence and persecution who arrive at our shores have a fair opportunity to petition the government for asylum – and are well cared for while they do so.

Senator Casey also believes that we must work with other countries, especially in Central America, to address the root causes of migration.  Fundamentally, Senator Casey believes the United States – a Nation of immigrants and a Nation of laws – must foster a system that treats all individuals with compassion and dignity, while also securing our border and protecting our national security.

Senator Casey believes that the middle class and working people are the economic engine of our economy, and that an economy built by and for them is good for America.  As such, he champions economic policies built around workers and creating good-paying jobs in Pennsylvania.

TRADE

A global economy and fairer trading practices

Senator Casey believes that one of our Nation’s most important priorities is creating good-paying jobs and raising wages for workers and families.  There are many components to building an economy that works for all Americans, and one vital element is trade.

When foreign nations cheat on trading practices, Pennsylvania workers lose their jobs.  This is why we must have ironclad trade enforcement and fight against dumping, subsidies, and overcapacity.  The challenges posed by non-market economies like China are not unique to the United States.  They are global.  As our Nation takes steps to protect Pennsylvania jobs and wages, we must also work with our allies toward a sustained and coordinated strategy to address these issues of mutual concern.

International trade that is fair can have substantial benefits for our economy and our workers.  The only way to achieve fair trade is by holding accountable those nations that cheat, and taking commonsense steps to ensure that the bedrocks of our democracy are protected.  Senator Casey continues to fight to ensure U.S trade policies align with our national priorities, including on labor, environment, climate change, and women’s economic empowerment, and that those trade policies support protections for workers’ wages and certainty for American farmers.

Pennsylvanians can outcompete anyone in the world when the playing field is level, and we must support and enact laws that help ensure it is.

Connecting Pennsylvania in the 21st century

Senator Casey believes that innovative and resilient infrastructure is essential to support a growing economy.  The Commonwealth’s roads, rails, waterways, airways, bridges, dams, levees, ports, airports, and transit stations are critical pieces of each Pennsylvanian’s life.  As such, he is committed to federal support for these systems and to working with state and local partners to develop innovative solutions to ensure that our transportation systems are equitable and resilient.

Senator Casey also recognizes that broadband internet is a critical component of modern life and is necessary for full participation in the economy and educational opportunities.  He strongly supports robust investment in broadband internet, particularly investments in communities that lack access to affordable, quality internet services.

VETERANS & MILITARY FAMILIES

America's eternal obligation to its defenders

Senator Casey believes we have an abiding obligation to serve the brave men and women who have served our Nation.  President Lincoln outlined a simple and vitally important mandate when it comes to the care that is owed to our veterans: “To care for him who shall have borne the battle and for his widow, and his orphan.”  We must also recognize the sacrifices borne by the families of veterans – by the mothers and fathers, and especially the spouses and children.  These loved ones not only provide an invaluable support system, but often serve as caregivers when their servicemember or veteran returns home.

Pennsylvania has one of the highest populations of veterans in the Nation – totaling nearly 1 million people.  Senator Casey continues to fight for veterans’ access to high-quality education, health care, and disability benefits.  He is an advocate for expanding services for female veterans, mental health resources, and ensuring caregivers have adequate resources to support and care for Pennsylvania’s veterans.

Criminal Justice Reform

We need to rebalance our criminal justice system to target violent offenders who pose the greatest risk to our communities and reduce the overcrowding of prisons with nonviolent offenders serving unnecessarily long sentences. We also need to make sure that people who made mistakes but paid their debt to society are not forever punished by policies that keep them from exercising their civil rights and accessing the ladders of opportunity.

  • Senator Casey cosponsored the Sentencing Reform and Corrections Act. This bill would reduce unnecessary mandatory minimums and rebalance sentencing practices to target violent offenders instead of overcrowding prisons with nonviolent offenders. It would also improve programming for current prisoners to help them successfully reenter society upon their release and permit eligible nonviolent juvenile offenders to seal or expunge their record.
  • Senator Casey cosponsored the Fair Chance Act. This bill would “ban the box”, or prevent federal agencies and contractors from inquiring about job applicants’ criminal histories until after offering a conditional offer of employment.
  • In the 113th Congress, Senator Casey cosponsored the Smarter Sentencing Act. This bill would have reduced mandatory minimums for certain nonviolent offenders and made retroactive the provision of the Fair Sentencing Act that reduced the crack-cocaine sentencing disparity.
  • Senator Casey signed a letter to the Federal Communications Commission (FCC) urging finalization of a rule to reduce the cost of inmate phone calls. In many states, a 15 minute call has an average cost of more than five dollars. Phone service in prison is important to both prisoners and their families, especially their kids, and should be reasonably priced.
  • Senator Casey signed an appropriations letter in support of funding for the Legal Services Corporation, through which attorneys help clients secure basic needs like health care, Social Security, child support and assistance for domestic violence victims.

Juvenile Justice Reform

Children are not little adults.  They have unique needs and require different treatment. Nowhere is this more true than the justice system, where a positive intervention can put a child back on the right path, and a negative one can send a child spiraling into crime, drugs or violence. Senator Casey has been a leading advocate to implement evidence-based practices to keep children on the right path and make sure young people in the system are treated fairly and always with the goal of rehabilitation.

  • Senator Casey sponsored the Youth PROMISE Act. This bill would empower local communities to fund, evaluate and implement evidence-based youth violence prevention and intervention strategies.
  • Senator Casey sponsored the Prohibiting Detention of Youth Status Offenders Act. This bill would close the so-called “valid court order” loophole, which currently allows judges to incarcerate children for crimes that would not be illegal if they were adults, like truancy or breaking curfew.
  • Senator Casey sponsored the Juvenile Fee Transparency Act. This bill would create, as a condition for receiving federal juvenile justice grants, reporting requirements related to the assessment of fees in the juvenile justice system. Currently, little is known about when fees are assessed, and what the consequences of those fees are for the juveniles, their families and the system as a whole.
  • Senator Casey signed an appropriations letter supporting funding for a wide variety of juvenile justice programs through the Department of Justice.
  • Senator Casey signed an appropriations letter supporting funding for the Court Appointed Special Advocate (CASA) Volunteer Program, which recruits and trains volunteers to serve as advocates for abused and neglected children navigating the court system.

Supporting Early Learning for Children

A quality education from early childhood through college is of paramount importance for the future of Pennsylvania and our country. Study after study shows that investments in enhancing learning opportunities for our youngest children are absolutely critical to a child’s success. Senator Casey knows that when a child learns more earlier in life then that child will earn more later in our workforce. These investments are also critical to our nation’s continued economic strength. Unfortunately, existing high-quality early learning programs reach just a fraction of the children and families who need them the most. Ensuring all families have access to high quality early learning is a complex problem and Senator Casey believes we need a continuum of policies to solve it.

  • Senator Casey introduced the Child Care Access to Resources for Early-learning (Child CARE) Act, which would provide grants to states to expand access to high-quality child care for families with children under age four who live at or below 200% of the Federal Poverty Level.
  • Senator Casey introduced the Child and Dependent Care Tax Credit Enhancement Act, which would expand the scope of the Child and Dependent Care Tax Credit, allowing families with an adjusted gross income up to $120,000 to take advantage of the full credit amount.
  • Senator Casey introduced the Prepare All Kids Act, which would provide at least one year of voluntary high quality pre-kindergarten, with a focus on children from low-income families and children with special needs. He is also a cosponsor of the Strong Start for America’s Children Act, which would fund preschool for four-year-old children from families earning incomes below 200% of the federal poverty level and encourage states to spend their own funds to support preschool for young children with family incomes above that income level.
  • Senator Casey profoundly shaped the Every Student Succeeds Act (ESSA), the 2015 reauthorization of the Elementary and Secondary Education Act. While primarily dealing with K-12 education, ESSA includes several strong provisions for early childhood education pushed by Senator Casey. It provides for newly authorized Preschool Development Grants, a competitive program for states to improve the quality of and access to early childhood education for four year olds in preschool.
  • Senator Casey led the fight in ESSA to reauthorize the Ready to Learn program. Ready to Learn supports the creation of effective education resources that are distributed by local public television stations on television, online, and through mobile apps to build the math and reading skills of children between the ages of two and eight, especially those from low-income families.
  • Senator Casey introduced the Continuum of Learning Act, which strengthens connections between existing early learning programs and the elementary grades by helping educators from early childhood education programs and elementary schools work together so children have a successful continuity of learning and development that sets a strong foundation for future learning. Much of this legislation was included in ESSA.

Environment

Senator Casey is working to preserve the richness, beauty and diversity of Pennsylvania’s natural environment. He is committed to protecting the environment, preserving our national treasures and safeguarding the health of Pennsylvanian families.

  • Senator Casey believes we must rise to the challenge of climate change and revitalize our economy by increasing our efforts in the areas of energy efficiency; developing and adopting cleaner ways of producing electricity; and creating jobs. Senator Casey supports the need for a comprehensive climate change plan and EPA’s Clean Power Plan to reduce carbon pollution from new and existing power plants. Senator Casey voted to support EPA’s Clean Power Plan. Senator Casey is also a cosponsor of the Carbon Capture Utilization and Storage Act and has previously sponsored bills to support carbon capture and sequestration research and liability issues.
  • Senator Casey voted to support the “Mercury and Air Toxics Standard” (MATS), EPA standards aimed at reducing mercury and other air toxics emissions from power plants by about 90 percent. Senator Casey also voted to support the “Cross State Air Pollution Rule” (CSAPR), which would require 23 states throughout the eastern, central, and southern U.S. to significantly improve air quality by reducing power plant emissions that contribute to ozone and/or fine particle pollution in other states. 
  • Senator Casey introduced the Fracturing Responsibility and Awareness of Chemicals (FRAC) Act. The bill would require public disclosure of the chemicals used in hydraulic fracturing (a simple matter of people having a right to know about what is being pumped under their feet) and include hydraulic fracturing once again in the Safe Drinking Water Act. It enables fracking to be regulated under EPA’s Underground Injection Program – which allows for state “primacy,” or self-management.
  • Senator Casey introduced the Trash Reduction and Sensible Handling (TRASH) Act to allow states to restrict garbage imports by setting higher standards for waste handling within the State. For example, if a state or local municipality requires certain amounts of recycling, composting, or waste reduction measures, that state would be able to restrict out-of-state waste unless the exporting state complies with the same or higher standards. The TRASH Act would also allow a state to impose a higher fee on out-of-state waste.
  • Senator Casey supports the regulation of coal combustion residuals, or coal ash. Senator Casey has sent letters to EPA supporting regulation of coal ash as nonhazardous waste, and also submitted similar testimony for an EPA public meeting in Pittsburgh.
  • Senator Casey voted to support implementation of the Clean Water Rule. In 2014, Senator Casey co-signed a letter to EPA and the U.S. Army Corps of Engineers to ensure that conservation practices on farms would not be affected by implementation of the rule.
  • Senator Casey spoke directly with the U.S. Secretary of Agriculture and sent letters to the U.S. Department of Agriculture, White House Office of Management and Budget and White House Council on Environmental Quality urging support and funding for conservation efforts for farmers in the Susquehanna River Basin, as part of the Chesapeake Bay Watershed. Senator Casey fought to secure provisions in the Farm Bill to support the most critical conservation areas and help farmers in the Chesapeake Bay watershed participate in conservation programs so that they can help the region meet water quality standards. Pennsylvania farmers work hard to protect their land and environment and we should be doing everything we can to help them succeed. Senator Casey has also regularly signed on to letters to Senate Agriculture Appropriators requesting full and mandatory funding for Farm Bill conservation programs like the Regional Conservation Partnership Program (RCPP), the Conservation Stewardship Program (CSP), the Environmental Quality Incentives Program (EQIP), and the Agriculture Conservation Easement Program (ACEP), as well as requesting support for Chesapeake Bay programs within EPA, the Department of the Interior, and the U.S. Army Corps of Engineers.
  • Senator Casey believes that we must be good stewards of the land and supports efforts to protect and maintain access to our National Parks and outdoor recreation areas. Senator Casey has consistently signed on to letters to Senate Interior Appropriators to request robust funding for the Land and Water Conservation Fund (LWCF) and the Forest Legacy Program. Senator Casey is a cosponsor of the Land and Water Conservation Authorization and Funding Act, to permanently reauthorize and fully fund LWCF.
  • Senator Casey introduced the Susquehanna Gateway National Heritage Area Act, to establish the Susquehanna Gateway National Heritage Area in Pennsylvania. Senator Casey is also an original cosponsor of the Delaware River Basin Conservation Act, to establish a Delaware River Basin restoration program. This legislation was included in the Senate version of the Water Resources Development Act, which is currently under consideration by the U.S. House of Representatives.
  • Senator Casey introduced or supported legislation to protect several public lands areas in Pennsylvania. He pushed for these provisions to be included in a public lands package that was signed into law in December, 2014. The public lands package protects four National Heritage Areas in Pennsylvania until 2021 (Rivers of Steel National Heritage Area, Lackawanna Heritage Valley National Heritage Area, Delaware and Lehigh National Heritage Corridor and Schuylkill River Valley National Heritage Area), expands the Gettysburg National Military Park, authorizes the First State National Historic Park in Pennsylvania and Delaware and designates nine more miles of the White Clay Creek as “Wild and Scenic.”
  • Senator Casey is a cosponsor of a bill to designate a portion of the Arctic National Wildlife Refuge as wilderness. This legislation would permanently protect the Arctic National Wildlife Refuge from oil and gas drilling.
  • Senator Casey has voted to support the Endangered Species Act. Senator Casey has consistently signed on to letters to Senate Interior Appropriators in support of the State and Tribal Wildlife Grant Program, which provides grant funds to State fish and wildlife agencies for programs benefitting wildlife.
  • Senator Casey believes we must properly review and regulate harmful chemicals to protect all consumers, particularly children, infants, pregnant women, the elderly and workers. It is possible to effectively regulate chemicals without limiting industry’s ability to grow and innovate. Senator Casey was a cosponsor of the Frank R. Lautenberg Chemical Safety for the 21st Century Act, to overhaul and strengthen the Toxic Substances Control Act and the Environmental Protection Agency’s chemical regulatory system. Senator Casey voted to support final passage of the package and this legislation was signed into law by President Obama on June 22, 2016.

Higher Education

Higher Education:  Stepping Stone to the Middle Class

Senator Casey believes that higher education is a key to long-term economic growth and is often a ticket to the American dream. Anyone with the drive, fortitude, and desire to pursue the opportunities afforded by higher education should be able to realize that dream, regardless of their personal financial situation. Pennsylvania is fortunate to have the most institutions of higher education of any state and the rich diversity and economic advantages that come with them. Senator Casey will do everything he can to ensure that college is accessible and affordable for all students and that Pennsylvania continues to benefit from these institutions. 

  • Senator Casey led the charge to reauthorize the Perkins Loan program, which expired on September 30, 2015. The Federal Perkins Loan Program Extension Act was officially signed into law on Friday, December 18, 2015, extending the program for another two years. Nearly 40,000 Pennsylvania students throughout the commonwealth depend on these loans to get through college.
  • Senator Casey is leading a bipartisan effort in the Senate to renew the Carl D. Perkins Career and Technical Education Act, which provides millions of community college students nationwide with the training and education necessary for success in high-wage, high-skill, and high-demand career fields like engineering, information technology, and health care. Community colleges and the training and the education they provide are critical in preparing our students for success in the 21st century economy.
  • Senator Casey is the author of the Campus Sexual Violence Elimination (Campus SaVE) Act, which seeks to address sexual violence on college campuses by improving campus judicial proceedings and requiring colleges and universities to provide clear, concise information to victims about their rights and the resources available to them. It was included as Sec. 304 of the Violence Against Women Reauthorization Act of 2013, which was signed into law on March 7, 2013. The law went into full effect on July 1, 2015.
  • Senator Casey introduced the bipartisan Stopping Unfair Collateral Consequences from Ending Student Success Act (SUCCESS Act) in the 114th Congress. The SUCCESS Act repeals the section of the Higher Education Act that strips federal financial aid from college students convicted of a drug offense and also removes the question from the federal financial aid form. Students convicted of drug offenses remain subject to criminal penalties for their offenses, but removing the aid disqualification ensures they are not punished twice and can still access federal aid to pay for college and become productive members of society.
  • As a lifelong supporter of Pell Grants, Senator Casey is a cosponsor of the In the Red Act, which seeks to make college more affordable and strengthen Pell grants. The bill would allow student loan borrowers to refinance their loans at lower rates like families can do with a mortgage. It would ensure that new Pell Grants are adjusted to reflect the rate of inflation. And finally it would make two years of community college free and would cover a large portion of tuition and fees for low-income students who attend a Minority Serving Institution.
  • Senator Casey has worked to support students and veterans that have been defrauded by for-profit colleges. He has worked with the Department of Education on loan forgiveness programs and the Department of Veterans Affairs to ensure institutions are held accountable.
  • Senator Casey supported a provision in the PATH Act to make college more affordable for low-to-middle income families by permanently extending and enhancing the American Opportunity Tax Credit, which provides up to a $2,500 tax credit to offset the cost of college.

An Independent Judiciary

Opening the Courthouse Doors

Senator Casey believes a strong and independent judiciary is fundamental to our democracy. Whether through ensuring the federal bench is fully staffed with judges who reflect the diversity of their communities, or through ensuring that everyday Americans are not unfairly deprived of their day in court, Senator Casey believes that equal justice is our common project. He is committed to protecting access to the courthouse for all citizens.

  • Senator Casey worked to confirm 19 judges to district courts in Pennsylvania and the Third Circuit Court of Appeals since entering the Senate, a diverse group including two African American, three Latino and four female judges.
  • Senator Casey is pushing to confirm five more judges, again a diverse slate of nominees including two African Americans and two women. Republicans have engaged in an unprecedented level of obstruction when it comes to federal judicial nominees, but Senator Casey continues to push to confirm these nominees in a variety of ways, from publishing op-eds and statements in the Congressional Record, to seeking confirmation of district judges on the Senate floor.
  • Senator Casey has been a vocal advocate for giving Judge Merrick Garland, President Obama’s nominee to fill the vacancy on the Supreme Court, fair consideration in the Senate. The Senate has a constitutional duty to provide advice and consent on judicial nominations, but Republican leadership has led an unprecedented effort to block the Senate from doing its job. Senator Casey has demanded action in numerous op-eds, speeches from the Senate floor and press conferences, as well as in a letter to Republican leaders and a resolution introduced in the Senate in September.
  • Senator Casey was the lead cosponsor introducing the Protecting Older Workers Against Discrimination Act. This bill would restore the standard, eroded by the Supreme Court’s 2009 decision in Gross v. FBL Financial Service, Inc., that allows plaintiffs to bring workplace age discrimination claims as long as discrimination was a motivating factor, even if not the sole or overriding factor in an adverse employment decision.
  • Senator Casey cosponsored the Arbitration Fairness Act. This bill would invalidate pre-dispute forced arbitration clauses, which often prevent those who feel their rights have been violated from seeking redress in court, in consumer and employment contracts.
  • Senator Casey signed a letter to the Consumer Financial Protection Bureau (CFPB) expressing support for its proposal to put new restrictions on the use of pre-dispute forced arbitration clauses in financial services contracts.
  • Senator Casey signed a letter to the Centers for Medicare and Medicaid Services (CMS), urging the agency to ban pre-dispute forced arbitration clauses in long-term care facility contracts.

Israel

Supporting a Strong Relationship with Israel

Senator Casey is committed to further strengthening the unbreakable bond between the United States and Israel and to promoting peace and security throughout the Middle East.  A stable and secure Israel is in our national security interest and has been a cornerstone of our foreign policy for more than half a century.  The United States benefits enormously from cooperating with Israel on counterterrorism, intelligence and defense.

Senator Casey has visited Israel five times during his tenure as Senator (May 2009, July 2010, April 2013, February 2016, and September 2016) to discuss cooperation between our two countries with senior Israeli officials. Senator Casey believes that supporting a strong relationship with Israel promotes U.S. security and advances our national interests.

Security Assistance to Israel

Senator Casey is a consistent and vocal advocate for robust security assistance to Israel.

  • His top foreign assistance priority is full funding for cooperative missile defense programs like Iron Dome, David’s Sling, and Arrow, as well as cooperative research and development on technologies to counter terrorists’ use of tunnels.   In July 2016, Senator Casey signed a letter with 18 of his colleagues to the Armed Services committee leadership urging support for $601 million in funding for cooperative missile defense programs in Fiscal Year 2017. 
  • Senator Casey is an original cosponsor of the bipartisan S. Res. 508, which called for the finalization of a new, robust, and long-term Memorandum of Understanding on military assistance between the United States Government and the Government of Israel. 
  • He is also a signatory to an April 2016 letter, led by Senators Coons and Graham, which expresses the bipartisan commitment in the Senate to provide Israel with the resources it needs to counter threats to its security.

Countering Iranian Aggression

Throughout his Senate tenure, Senator Casey has supported measures, including the imposition of tough sanctions, which brought the Iranian regime to the negotiating table.  Senator Casey is working to counter Iranian aggression and threats to Israel’s security, and he believes that we must ensure Iran never acquires a nuclear weapons capability.

  • Senator Casey introduced S. 3125, the Stop Terrorist Operational Resources and Money (STORM) Act of 2016, which would levy penalties against countries that do not pull their weight in the fight against terrorism financing, including those that support Iranian-backed groups like Hezbollah and Hamas.
  • Senator Casey is a cosponsor of S. 3281, a bill that would extend the Iran Sanctions Act for ten years, maintaining the legal architecture to snap back sanctions against Iran.
  • Senator Casey was a cosponsor of S. 615, the Iran Nuclear Agreement Review Act, which became Public Law 114-17 on May 22, 2015. This legislation created a mechanism for Congressional review of the JCPOA with Iran.
  • Senator Casey was an original cosponsor of S. 269, the Nuclear Weapon Free Iran Act of 2015.  This legislation was intended to make clear to the Iranian regime the consequences – in the form of additional sanctions – if they failed to reach an agreement.
  • Senator Casey was an original cosponsor of S. 1881, the Nuclear Weapon Free Iran Act of 2013, which authorized increased sanctions on Iran relative to their pursuit of a nuclear weapons capability.
  • Senator Casey introduced, with Senators Graham and Lieberman, Senate Joint Resolution 41, stating that containing a nuclear-armed Iran should not be an option for U.S. policy.  The resolution passed on September 22, 2012 with a vote of 90 to 1.

Law Enforcement and Local Communities

Safe, secure communities are vital to the well-being of Pennsylvania families, yet criminal activity threatens public safety in many areas of the Commonwealth. Senator Casey believes the most effective way to fight crime is to ensure state and local law enforcement have the necessary resources they need to proactively prevent crime while bringing perpetrators to justice. Our brave law enforcement officers are doing all they can to combat crime, but they need adequate resources to do their jobs. Funding these law enforcement programs will put more cops on the beat and ensure that our officers have the equipment they need to keep Pennsylvanians safe.

Since arriving in the Senate, Senator Casey has supported common-sense, bipartisan legislation to address violent crime, drug abuse, and related crime. He has worked to increase funding and federal support for Pennsylvania law enforcement to help them obtain innovative crime-fighting technology and bulletproof vests so they can do their jobs safely and effectively. He has also introduced legislation that will combat witness intimidation that obstructs justice, and supported the creation of a national commission to identify ways in which our criminal justice system could be improved to better serve citizens across the Commonwealth and the nation.

Criminal activity begins in the places where the community structures holding families and neighborhoods together begin to fall apart. Senator Casey has supported numerous efforts to build stronger communities in Pennsylvania and around the country. Specifically, he has consistently advocated for the expansion of the Community Development Block Grant Program, run by the Department of Housing and Urban Development, which is crucial to the rebuilding and revitalization of our communities. This program generates economic stability by creating jobs, promoting entrepreneurship, and encouraging home ownership, fostering a climate in which strong communities can grow and prevent criminal activity from taking root.

Recent Legislation

In April 2013, Senator Casey voted in support of a number of commonsense proposals to reduce gun violence, including expanded background checks, restrictions on certain military-style assault weapons and improvements to mental health screening and treatment programs. In light of the 2012 tragedy at Sandy Hook Elementary in which 20 children lost their lives, Senator Casey is committed to protecting our children while simultaneously defending of the Second Amendment and the strong Pennsylvania tradition of responsible gun ownership for purposes including sporting, collection and personal defense.

To provide more resources to local law enforcement, Senator Casey has been a strong advocate for increased funding for the COPS program and the Edward Byrne Memorial Justice Assistance Grant program (Byrne JAG) that provides flexible grants for law enforcement to prevent and prosecute crime. Senator Casey offered an amendment to the Senate Fiscal Year 2014 budget to increase funding for Byrne JAG which passed the Senate by voice vote.

In 2012, Senator Casey cosponsored and voted for the National Criminal Justice Commission Act, which would provide for the first comprehensive review of the federal criminal justice system in almost 50 years.

Senator Casey supported the Fiscal Year 2014 Senate Transportation, Housing and Urban Development Appropriations bill which would fund Community Development Block Grants at $3.15 billion for the upcoming fiscal year. The bill is in part aimed at compensating for large program cuts made over the past three years that limit grant funding to essential community services.

Highlights

  • Witness Safety: Senator Casey sponsored the State Witness Protection Act, which would allow the justice system to function without the obstruction caused by witness intimidation. The State Witness Protection Act would provide state and local law enforcement with funding for witness protection programs, and allow for harsher penalties for individuals found guilty of witness intimidation.
  • Law Enforcement Funding: Senator Casey’s amendment increasing funding for the Edward Byrne Memorial Justice Assistance Grants Program passed the Senate with unanimous support as part of the 2014 Fiscal Year budget. State and local law enforcement have received over $12 million in Byrne grants, supporting crime fighting innovation and thorough responses to crimes.
  • Thriving Communities: Senator Casey annually advocates for increased funding for the Community Development Block Grant program. This program provides crucial resources to over 1,200 entitlement cities, urban counties and states across the country and has a proven track record in its contribution to economic and community revitalization
  • Supporting Local Needs: Senator Casey was a co-sponsor of S.887, the Community Development Block Grant Public Service Flexibility Act of 2011. This bill would make Community Development Block Grant funding requirements more flexible for communities seeking to direct more resources to low-income seniors, abused or neglected children, the disabled and the homeless.

Fighting for LGBTQ Rights

Senator Casey supports the rights of all LGBTQ individuals. This nation was founded on the principles of freedom and equality, not for some, but for all. As a society and a government, we must continue to move toward the ideal of inclusion. Senator Casey is committed to ensuring that our government provides equal protection under the law for all, regardless of sexual orientation or gender identity.

  • Senator Casey is a proud supporter of marriage equality and was pleased that the Supreme Court made it the law of the land so that all couples will be treated with basic dignity.
  • Senator Casey is the author of the Hate Crime Preventions Act. Current federal law prohibits those convicted of a felony from buying or possessing a gun. This legislation would also apply that restriction to those convicted of a misdemeanor hate crime, or those who have received a hate crime sentence enhancement.
  • Senator Casey is the author and longtime sponsor of the Safe Schools Improvement Act, which would prohibit in K-12 schools bullying and harassment based on sexual orientation or gender identity. He is also a cosponsor of the Student Non-Discrimination Act, which would expand federal civil rights statutes to include a protection in schools against discrimination based on sexual orientation or gender identity.
  • Senator Casey is a cosponsor of the Equality Act, a landmark civil rights bill that would amend existing federal civil rights laws to prohibit discrimination on the basis of sexual orientation and gender identity in education, employment, housing, credit and Federal jury service. The legislation would also amend existing laws to prohibit discrimination in public accommodations and federal funding on the basis of sex, sexual orientation, and gender identity.
  • Senator Casey is a cosponsor of the Therapeutic Fraud Prevention Act, a bill to ban the use of so called “conversion therapy.” This is a practice based on the false premise that being LGBTQ is a mental illness that needs to be cured. The practice has been widely discredited by nearly all major American medical, psychiatric, psychological, counseling, educational, and social work professional organizations.
  • Senator Casey is a cosponsor of the Tyler Clementi Higher Education Anti-Harassment Act of 2015, which requires institutions of higher education to enact policies to protect LGBTQ students from harassment and discrimination.
  • In May, 2016, Senator Casey sent a letter to Secretary of Education John King asking the Department of Education (ED) to issue clear guidance on protections for transgender students in public primary and secondary schools, public colleges and universities, and private schools that accept student loans or federal funds. On May 13, 2016, ED and the Department of Justice (DOJ) issued joint guidance further clarifying that schools who practice discrimination on the basis of gender identity, including restricting bathroom access, risk losing federal funding.
  • Senator Casey has been a strong supporter of equal rights for all LGBTQ individuals, including the protections afforded by Title IX of the Education Amendments of 1972, which states that schools and universities cannot discriminate against students on the basis of sex or gender identity. In June, 2015, Senator Casey announced his support for the Dickson City Borough Council’s anti-discrimination ordinance, which was passed into law, along with his support for the PA Fairness Act and similar state and local legislation banning discrimination at the state and local level.
  • Senator Casey is a cosponsor and strong supporter of the Employment Non-Discrimination Act (ENDA), which would prohibit employment discrimination on the basis of sexual orientation and gender identity.

National Security

The national security challenges facing our nation today are immense. They include the responsible drawdown of U.S. and international forces in Afghanistan that must be concurrent with progress on security, an increase in well-trained Afghan security forces, a commitment to a transparent political progress in the country and the protection of the hard-fought gains made by Afghan women in the past decade; U.S. assistance to the victims of the conflict in Syria; halting Iran’s pursuit of a nuclear weapon; supporting our stalwart ally Israel; and bolstering international efforts to combat the grave threat of nuclear terrorism. Senator Casey continues to work to pursue a national security strategy that protects our interests and supports those who serve their country.

Senate Caucus on Weapons of Mass Destruction Terrorism

Perhaps the gravest challenge facing our Nation is the prospect of a terrorist group detonating a crude nuclear weapon in the heart of an American city. Equally dangerous is the scenario of a terrorist group weaponizing a biological agent such as anthrax, smallpox, or a virus not yet known. Senator Casey is a co-chair of the bipartisan Senate Caucus on Weapons of Mass Destruction Terrorism. This caucus is composed of Senators who recognize the urgency and depth of the threat posed to the United States and its citizens by acts of nuclear, biological, and chemical terrorism and who work with leading experts to gain a better understanding of policy proposals to prevent, prepare for, mitigate, and respond to acts of WMD terrorism.

National Security Working Group

In 2011, Senator Casey was appointed to the National Security Working Group (NSWG). This bipartisan group was established in 1985 as a forum for members of the Senate to discuss arms control issues and observe arms control negotiations. It conducts oversight on the Executive Branch as it deliberates on treaty negotiations, pursues action through multilateral forums, and engages with foreign partners on critical national security priorities including arms control, missile defense, terrorism, and cyber security. This body allows the Senate to participate in the deliberative process of Executive Branch negotiations on some of the Nation’s most important security priorities. The NSWG has played an important role in the negotiation of every major nuclear treaty since 1985, including the original START Treaty, the Intermediate-Range Nuclear Forces Treaty, the SORT Treaty and the New START Treaty.

IEDs

For more than four years, Senator Casey has worked to address the critical problem of improvised explosive devices, or IEDs. IEDs are responsible for the majority of deaths and injuries among our servicemembers in Afghanistan. A key explosive ingredient in IEDs used in southern Afghanistan, calcium ammonium nitrate (CAN), is also used as a fertilizer and is produced in factories in Pakistan. Senator Casey has been adamant that the Pakistani government must significantly increase its commitment to regulating bomb components and preventing them from being smuggled across the border into Afghanistan.

In June 2010, Senator Casey introduced S. Res. 570, which called for an increased effort by the Governments of Pakistan, Afghanistan, and other Central Asian countries to effectively monitor and regulate the manufacture, sale, transport and use of ammonium nitrate fertilizer in order to prevent its entrance into Afghanistan. In July 2012, he met with Secretary Clinton to discuss Pakistan’s commitment to combating IEDs.

In March 2013, Senator Casey received commitments from the owners of the Pakistani factories that produce and distribute this fertilizer, the Fatima Group, that they have voluntarily halted distribution of CAN in the Pakistani provinces of Khyber Pakhtunkhwa and Baluchistan, which border Afghanistan.

Afghan women and girls and the 2014 elections in Afghanistan

Senator Casey introduced the Afghan Women and Girls Security Promotion Act, which requires the Department of Defense and the Department of State to produce a detailed report and recommendations on efforts to promote the security of Afghan women and girls during the process of transferring security responsibility to Afghan forces. Senator Casey introduced this bi-partisan amendment with Senator Kay Bailey Hutchison of Texas to the FY13 National Defense Authorization Act (NDAA). Afghan women are not willing to give up on their rights and the U.S. needs to demonstrate its commitment to supporting them over the long term.

In May 2013, Senator Casey also introduced S.Res.151, which urges the Afghan government to ensure that women can safely participate in the elections. In addition, S.Res.151, expresses support for a transparent, credible and inclusive election process in Afghanistan in April 2014.

Addressing the crisis in Syria

As the need for greater humanitarian assistance and a stronger U.S. response to the Syrian conflict continues to increase, Senator Casey proudly introduced S. 617, the Syria Democratic Transition Act of 2013 with Senator Marco Rubio of Florida. This bill includes a combination of humanitarian assistance, non-lethal equipment and training to the vetted elements of the Free Syrian Army, and sanctions against elements of the regime.

In April 2013, Senator Casey visited Turkey where he met with activists and leadership from the Syrian opposition to the Assad regime. He visited the Kilis refugee camp on the border with Syria where he met with Syrian refugees and toured the facilities.

Iran’s nuclear program and human rights

Since coming to the Senate in 2007, Senator Casey has supported a variety of measures to pressure Iran to respect international nuclear regulations and human rights. The Iranian regime’s efforts to develop and possess a nuclear weapon present a grave threat to the United States and our allies. In order to protect our national security interests, the United States must work with the international community to apply pressure on the Iranian regime.

Senator Casey has supported the continued use of economic and diplomatic pressure to impel Iranian regime to halt its pursuit of a nuclear weapon. For example, Senator Casey co-sponsored the Iran Freedom and Counter-Proliferation Act of 2012. This amendment to the National Defense Authorization Act enhances sanctions imposed with respect to Iran. The act increases sanctions on the Iranian energy sector as well as its port, shipping, and shipbuilding sectors.  It also places new restrictions on Iran’s ability to get insurance for these industries. In December 2012, Senator Casey joined Senators Menendez of New Jersey, Kelly Ayotte of New Hampshire, Joe Lieberman of Connecticut and 70 other Senators in sending a letter to President Obama regarding Iran’s nuclear weapons program.  The letter expresses the urgency in addressing the security threat posed by Iran’s pursuit of nuclear weapons capability. It also calls on the Obama administration to fully implement all existing sanctions and to adopt new, stronger sanctions.

Senator Casey is also deeply concerned about the Iranian regime’s ongoing human rights abuses, and has been outspoken about the need for increased U.S. and international attention to this issue. Senator Casey cosponsored S. Res. 75, condemning the Government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights.

Support for Israel

Israel is one of the United States’ most trusted allies. A stable and secure Israel is in our national security interest and has been a cornerstone of our foreign policy for more than half a century. The United States benefits enormously from cooperating with Israel on counterterrorism, intelligence and defense. Israel has shared innovative technology and equipment with the U.S. military, helping to protect our servicemembers in Iraq, Afghanistan and elsewhere. The U.S. and Israel have also worked together to develop missile and rocket defense systems that will protect the U.S. and its allies. Finally, Israel’s strategic location makes it a valuable partner in collecting and analyzing intelligence on key issues in the Middle East region, including nuclear proliferation. It is clear that maintaining a strong relationship with Israel promotes U.S. security and advances our national interests.

Senator Casey is committed to strengthening the unbreakable bond between the United States and Israel, and to promoting peace and security throughout the Middle East. Senator Casey has strongly supported the bilateral peace process between Israel and the Palestinians throughout his time in the Senate. Raising Wages

Boosting Incomes for Pennsylvania Families

The middle-class is the engine of the American economy.  But over the last several decades, incomes have stagnated for middle-class Americans.  This puts both the middle class and the American economy at risk.  Addressing income growth and helping American families achieve economic security, is one of Senator Casey’s top priorities.  He has a long record of protecting and expanding the rights of workers, spurring job growth through investments in infrastructure and in small businesses to create good-paying jobs, leveling the playing field for American workers and expanding educational opportunities for students and workers.

  • Senator Casey is a cosponsor of the Raise the Wage Act to increase the minimum wage to $12 an hour by 2020 and then index the minimum wage to median wages.  The bill would also phase out the tipped minimum wage which has not increased in over 20 years. Senator Casey previously voted to increase the minimum wage to $10.10 and prior to that, Senator Casey cosponsored and voted for the 2007 effort that increased the minimum wage from $5.15 to the current $7.25. 
  • To restore overtime protections for middle class workers, Senator Casey previously cosponsored the Restoring Overtime Pay for Working Americans Act in June, 2014.  In April, 2014, Senator Casey joined his colleagues in sending a letter to the President calling for a strong proposal to strengthen overtime protections for American workers.  On June 29, 2015, President Obama directed the Department of Labor (DOL) to update the rule that determines which workers are eligible for overtime pay.   Senator Casey joined his colleagues in February, 2016 in a letter calling on DOL to finalize the rule and send it to OMB.  In May, 2016 the final overtime rule was announced that increases the overtime threshold from $23,660 to $47,476.
  • Senator Casey is a cosponsor of the Paycheck Fairness Act, which would increase penalties for employers who pay different wages to men and women for equal work.  Senator Casey also voted in favor of the Lilly Ledbetter Fair Pay Act of 2009, which closed a loophole to ensure that victims of pay discrimination would have legal recourse.
  • Senator Casey understands that the American workforce is the most skilled, productive and dedicated workforce in the world.  However, bad trade deals, currency manipulation and the lack of labor and environmental standards in other countries put the American worker at a disadvantage.  Senator Casey has worked to ensure that the playing field is leveled for our workers and has opposed trade deals that depress wages for American workers. 
  • Our infrastructure has historically been one of our country’s greatest strengths and has allowed America to be a global leader in imports and exports. Investments in infrastructure have also traditionally created good paying jobs in construction and utilization of new infrastructure.  Our infrastructure is what makes domestic businesses and workers competitive over international companies. However, without a renewed dedication to making smart investments in our nation’s infrastructure, American businesses risk losing their edge and we put future job and economic growth at risk.
  • Senator Casey is working to help small businesses thrive and create good-paying jobs.  In late 2015, Senator Casey secured passage of legislation to allow small businesses to immediately expense up to $500,000 of investments, giving small businesses the certainty they need to invest, grow and create jobs. Absent action the expensing limit would have reverted to $25,000.
  • Senator Casey cosponsored the Working Families Tax Relief Act, which would help low-income individuals and families with children. Parts of these bills were passed in the Protecting Americans from Tax Hikes (PATH) Act in December, 2015, including permanent improvements the Earned Income Tax Credit (EITC) and Child Tax Credit.
  • As a member of the Senate Finance Committee’s Business Income Tax Working Group Senator Casey worked to develop an outline of core principles and objectives for tax reform, including supporting American jobs, helping to reduce our national debt and providing an adequate revenue base for investing in priorities such as infrastructure and retirement security.
  • Congress must continue to focus on job creation and giving workers the skills they need to be successful. That is why Senator Casey supported the reauthorization of the Workforce Innovation and Opportunity Act, which will help to build a skilled workforce for today and for the future.  He has also supported robust funding for federal workforce development programs and is working in a bipartisan manner with Senator Mike Enzi (R-WY) to reauthorize and improve workforce training for high school and community college students through the Perkins Career and Technical Education Act. 
  • Senator Casey has stood up to protect the right to organize and bargain collectively and has defended essential workplace protections.  Senator Casey supported the modernized and streamlined election rules finalized in December, 2014 by the National Labor Relations Board (NLRB) that will help workers across the country exercise their right to organize.  The rule, which he supported in an April, 2014 letter to the NLRB, will update election rules and remove unnecessary obstacles and roadblocks that will benefit employees and employers.  The strength of our country’s middle class and the ability of workers to freely organize and bargain for wages is directly linked. This balanced rule will strengthen the economy and give middle class families in Pennsylvania and across the country more security
  • Senator Casey continued to work to highlight the problem of payroll fraud following his November, 2013 subcommittee hearing and the introduction of his legislation to protect workers from being misclassified as independent contractors.  The Payroll Fraud Protection Act would prevent companies from cheating their employees out of fair compensation by deliberately misclassifying them, thereby ensuring access to safeguards like fair labor standards, health and safety protections, and unemployment and workers’ compensation benefits.  It also prohibits employers from using misclassification to avoid paying their fair share of taxes. 
  • The Flexibility for Working Families Act, introduced by Senator Casey, would guarantee employees the right to request flexible work arrangements in terms of hours, schedules or work location while also maintaining the protections of the 40-hour workweek. The bill provides employers with flexibility by encouraging them to review these requests, propose changes, and even deny them if they are not considered in the best interest of their business.
  • Senator Casey is a cosponsor of Senator Murray’s Healthy Families Act which would allow workers to earn paid sick days (1 hour of sick time for every 30 hours worked), up to 7 days a year.

Retirement Security

Promoting Retirement Security for All Pennsylvanians

Ensuring all Americans have access to retirement savings vehicles and are able to begin saving early in their career is a priority for Senator Casey. As a member of the Special Committee on Aging, the Committee on Health, Education, Labor and Pensions and the Committee on Finance, all of which have jurisdiction over policies and programs pertinent to retirement and savings, Senator Casey has had the opportunity to write and enact legislation helping millions of Pennsylvanians save for and afford retirement.

  • Senator Casey introduced policy to expand access to employer-sponsored retirement accounts to part time employees. Currently employers can exclude part-time employees from contributing their own funds to employer sponsored 401ks. This change will allow long-term part-time employees to have access to the same kind of retirement savings account as their full-time colleagues. 
  • Senator Casey cosponsored the Encouraging Americans to Save Act, which would make the Savers Credit partially refundable, and increase the income threshold to claim the credit to $65,000. Expanding access to the Savers Credit will make saving for retirement more affordable for Pennsylvanians.
  • Senator Casey supports expanding options for employee ownership and profit sharing. He is a cosponsor of legislation to expand access to Employee Stock Ownership Plans or ESOPs. These types of businesses help promote retirement security by giving all employees equity in the business. Employers are often better able to retain employees, and in turn employees often have greater wage and schedule stability.
  • Senator Casey cosponsored the SAVE Benefits Act, which would give seniors a one-time payment of about $580 to make up for the lack of a Social Security cost-of-living adjustment (COLA) for 2016.
  • Senator Casey introduced the Senior Investor Protections Enhancement Act of 2013, which strengthens the federal government’s ability to prosecute criminals who target older adults with financial scams.
  • Senator Casey supported legislation making it easier and less expensive for small businesses to establish and maintain retirement plans. This includes enhancing the tax credit available to small businesses to establish and auto-enroll employees in a retirement plan. In addition, Senator Casey supported legislation to allow small businesses to establish pooled 401ks with other employers (open MEPs), resulting in greater purchasing power, and lower administrative costs for each employer.

Advocating for Women and Families

Senator Casey has long advocated for policies to ensure that women can be full participants in America’s economy, advocating for equal pay for equal work, supporting access to childcare and paid family leave, and seeking an end to discrimination against pregnant women. As a member of the Committee on Health, Education, Labor, and Pensions, the Committee on Finance and the Joint Economic Committee, Senator Casey has had the opportunity to write and enact legislation impacting women in Pennsylvania.

  • Ending the gender pay gap: Senator Casey has cosponsored the Paycheck Fairness Act (S. 862), which would increase penalties for employers who pay different wages to men and women for equal work.   • Opportunities for Women Business Enterprise (WBE): Senator Casey introduced an amendment similar to the Subcontractor Notification Act (S. 370) to require federal prime contractors, which include a certain percentage of WBEs and disadvantaged businesses as subcontractors, to meet regulations and increase competitiveness, to ensure those same subcontractors are notified of their inclusion in federal bids. This became law in December 2012 as part of the Fiscal Year 2013 National Defense Authorization Act. Senator Casey also cosponsored the Small Business Fairness Act (S. 958) to allow small businesses to more successfully compete for larger government contracts by using teaming arrangements. The bill was included in the FY16 Defense Authorization bill, which passed into law.
  • Support for pregnant women: Senator Casey’s program, the Pregnancy Assistance Fund, was included in the Affordable Care Act. This program provided $250 million over ten years to support pregnant and parenting teens and young women as they work to complete their education. He has also introduced legislation to expand the Pregnancy Assistance Fund (S. 221).
  • Combating domestic and sexual violence: Senator Casey has fought for programs that support victims of violence and authored legislation to improve how colleges and universities respond to sexual assault. This legislation, the Campus Sexual Violence Elimination Act, is now law.
  • Championing early learning and child care: Senator Casey recognizes that children need early learning opportunities to succeed and grow to their full potential. Study after study shows that investments in enhancing learning opportunities for our youngest children are absolutely critical to a child’s success, as well as that of their parents. Senator Casey introduced the Child CARE Act (S. 2539) to expand access to high-quality child care for families with children under age four who live at or below 200 percent of the Federal Poverty Level. He also introduced the Child and Dependent Care Tax Credit Enhancement Act (S. 820). The Child and Dependent Care Tax Credit helps individuals and families pay for care for a child, spouse or other dependent. Senator Casey’s bill will expand access to this credit, so that it is available to most working families.
  • Support for family planning: Senator Casey has consistently supported funding for the Title X National Family Planning Program, and has opposed efforts to defund nonprofits that provide important health care options to women.

Early Learning

Supporting Early Learning for Children

A quality education from early childhood through college is of paramount importance for the future of Pennsylvania and our country. Study after study shows that investments in enhancing learning opportunities for our youngest children are absolutely critical to a child’s success. Senator Casey knows that when a child learns more earlier in life child will earn more later in our workforce. These investments are also critical to our nation’s continued economic strength. Unfortunately, existing high-quality early learning programs reach just a fraction of the children and families who need them the most. Ensuring all families have access to high quality early learning is a complex problem and Senator Casey believes we need a continuum of policies to solve it.

  • Senator Casey introduced the Child Care for Working Families Act (S.1806) with Senator Murray, to establish a new federal-state funding partnership to provide high-quality, affordable child care from birth through age 13. This legislation would provide direct financial assistance to working parents to help pay for child care and early learning expenses on a sliding scale based on their income; limit childcare payments to seven percent of a family's income; support universal access to high quality preschool programs for 3- and 4-year olds; and improve workforce compensation by ensuring that all early learning educators are paid a living wage.
  • Senator Casey introduced the Child and Dependent Care Tax Credit Enhancement Act, which would expand the scope of the Child and Dependent Care Tax Credit, allowing families with an adjusted gross income up to $120,000 to take advantage of the full credit amount.
  • Senator Casey introduced the Prepare All Kids Act in the 114th Congress, which would provide at least one year of voluntary high quality pre-kindergarten, with a focus on children from low-income families and children with special needs.
  • Senator Casey introduced the Child Care Access to Resources for Early-learning (Child CARE) Act in the 114th Congress, which would provide grants to states to expand access to high-quality child care for families with children under age four who live at or below 200% of the Federal Poverty Level.
  • Senator Casey profoundly shaped the Every Student Succeeds Act (ESSA), the 2015 reauthorization of the Elementary and Secondary Education Act. While primarily dealing with K-12 education, ESSA includes several strong provisions for early childhood education pushed by Senator Casey. It provides for newly authorized Preschool Development Grants, a competitive program for states to improve the quality of and access to early childhood education for four year olds in preschool.
  • Senator Casey led the fight in ESSA to reauthorize the Ready to Learn program. Ready to Learn supports the creation of effective education resources that are distributed by local public television stations on television, online, and through mobile apps to build the math and reading skills of children between the ages of two and eight, especially those from low-income families.
  • Senator Casey introduced the Continuum of Learning Act, which strengthens connections between existing early learning programs and the elementary grades by helping educators from early childhood education programs and elementary schools work together so children have a successful continuum of learning and development. Much of this legislation was included in ESSA.
  • Senator Casey consistently leads Senate efforts to appropriate robust funding for early childhood education and child care programs, including Head Start and Early Head Start, the Child Care and Development Block Grant (CCDBG), Preschool Development Grants and IDEA Parts B and C. In FY2018, CCDBG funding was increased by eighty-three percent, the largest single year increase in the program's history, for a total of $5.22 billion. The FY2018 Omnibus also provided $9.863 billion for Head Start, $610 million more than FY2017.

Rural Economy

America’s small towns and rural communities are an important part of the backbone of the US economy. From farming to manufacturing, rural communities help to drive our nation’s productivity. Yet despite their importance to our economy, rural America’s infrastructure is falling further and further behind. Of Pennsylvania’s 67 counties, 48 are rural. Senator Casey is an advocate for ensuring these communities have the tools they need to thrive in a 21st century economy and has been working to help boost counties’ and localities’ ability to help their resident’s live healthy and productive lives and have access to the ladder of opportunity. We need to do more – not less – to strengthen our communities and help working families.

Infrastructure

  • Job creation in rural areas can only occur when there is infrastructure in place to support growing industries, but rural economies often struggle to support capital-intensive projects. Senator Casey has consistently advocated for strong funding for infrastructure development in rural areas. Senator Casey is a supporter of the Senate Democrats’ Jobs and Infrastructure Plan for America’s Workers which allocated over $175 billion dedicated for new investments for Rural America. 
  • During markup of the 2017 tax bill, Senator Casey offered an amendment to provide $500 billion in infrastructure bonds. Among other things, these bonds could be used for road and bridge repair, rural broadband, repair and replacement of water infrastructure and construction of rural schools and community colleges. The amendment was voted down on a party line vote in committee.
  • Senator Casey is a strong advocate for the Community Development Block Grant. This program allows many rural communities to develop much-needed affordable housing opportunities, upgrade infrastructure and engage in innovative economic development. In 2018, Pennsylvania will receive close to $186 million from the Community Development Block Grant.  
  • Senator Casey successfully advocated for funding for USDA’s Rural Water and Waste Disposal Program, which supports construction of waste and drinking water infrastructure. In 2016 alone, this program provided Pennsylvania with $55 million in funding to support 16 projects.

Economic Development

  • Senator Casey is a strong advocate for the Appalachian Regional Commission, which in 2016 provided $12.4 million in funding for 59 projects in PA.  These funds were matched by more than $17.7 million and attracted an additional $58.2 million in leveraged private investment.
  • Senator Casey successfully advocated for an increase in funding for the Economic Development Administration (EDA). The EDA helps to address specific economic development challenges facing rural communities in the Commonwealth today. Since 2013, Pennsylvania has received 35 investments totaling over $44 million.
  • Senator Casey strongly supports efforts to expand broadband access to areas currently lacking it. In 2018, he led sixteen of his colleagues on a letter asking the President to prioritize rural broadband buildout in his infrastructure proposal.
  • The funding bill signed in March 2018 included $600 million for a new rural broadband loan and grant pilot program administered by the Rural Utilities Service (RUS) at the Department of Agriculture. At an April 2018 Agriculture Committee hearing, Senator Casey pushed Agriculture Secretary Perdue to move quickly to disburse these funds so investments can be made and broadband can be built out to the areas that need it most.
  • Senator Casey cosponsored an amendment to the 2018 Farm Bill that would increase authorized funding levels for the RUS rural broadband program from $150 million to $600 million annually.
  • Senator Casey has joined his colleagues on numerous letters asking the Federal Communications Commission (FCC) to increase federal support available for the Rural Health Care Program, which helps provide the broadband services necessary for the provision of health care, and the High-Cost Program, which helps support broadband deployment to rural and remote areas.
