Mike Kelly

Mike Kelly was born in Pittsburgh and raised in Butler, Pennsylvania, where he has lived for more than 50 years. After graduating from Butler High School in 1966, Mike attended the University of Notre Dame on a football and academic scholarship. After college, Mike moved back to Butler to work at Kelly Chevrolet-Cadillac, Inc., a company founded by his father in the early 1950s. Mike took ownership of the dealership in the mid-1990s and expanded its operations to include Hyundai and KIA franchises.

Abortion

“America’s belief in the rights to life, liberty, and the pursuit of happiness is what makes our nation the greatest in the world. As long as I represent the Third District of Pennsylvania, I will continue to defend these unalienable rights, and work to protect the most vulnerable among us, especially the unborn.”

 

I strongly believe in protecting the lives of the unborn. As Americans, our rights are derived from the self-evident, fundamental right to life, which promotes equal rights and equal protection for the unborn. I have long emphasized that promoting pro-life policies and protecting American family values would be a priority of mine while serving the Third District. I will continue working to promote a culture of life which, among other things, upholds and actively supports pro-life policies.

Since being elected to Congress, I have worked to defend life by:

  • PROTECTING THE RELIGIOUS FREEDOM OF PRO-LIFE PERSONS AND ORGANIZATIONS.  I co-sponsored H.R. 6097, the Religious Freedom Tax Repeal Act of 2012, to protect vulnerable religious organizations and small family businesses from the Department of Health and Human Services mandate that requires employer health plans to provide contraceptives, sterilizations, and abortifacients in violation of their conscience.  Rep. Kelly also co-sponsored H.R. 1179, the Respect for Rights of Conscience Act, which also protects religious freedom from being violated by the Patient Protection and Affordable Care Act (Obamacare).
  • OPPOSING TAXPAYER FUNDING OF ABORTION.  I voted for H.R. 3, the No Taxpayer Funding for Abortion Act, which prevents taxpayer funds from being used for abortions and H.R. 358, the Protect Life Act, which amends Obamacare to prevent abortion funding or coverage in the public option.
  • OPPOSING GENDER AND RACE-BASED ABORTIONS. I co-sponsored and voted for H.R. 3541, the Prenatal Nondiscrimination Act (PRENDA) of 2012, a bill to oppose discriminatory sex-selection and race-selection abortions.
  • OPPOSING ABORTION FUNDING IN FOREIGN AID.  I voted for H.R. 2059, a bill to prohibit funding to the United Nations Population Fund (UNFPA), which has been deeply involved in promoting abortion, including the coercive abortions and forced sterilizations that are a part of China’s brutal one-child policy.
  • OPPOSING ABORTION OF UNBORN CHILDREN WHO CAN FEEL PAIN.  I voted for H.R. 3803, the District of Columbia Pain-Capable Unborn Child Protection Act.  H.R. 3803 forbids the abortion of an unborn child who is at least 20 weeks old (the point at which the unborn child can feel the pain of the abortion) in the District of Columbia.  H.R. 3803 contains an exception to this ban where the life of the mother is in danger.

I have also co-sponsored the following legislation:

  • Title X Abortion Provider Prohibition Act (H.R. 217), which prohibits organizations that perform abortions from receiving federal family planning dollars.
  • Life at Conception Act (H.R. 374), which specifies that life begins at conception and gives unborn children all the rights and protections currently given to those living outside the womb.
  • Ultrasound Informed Consent Act (H.R. 3805), which ensures that women seeking an abortion receive an ultrasound and the opportunity to review that ultrasound before giving informed consent to receive an abortion.

Economy and Jobs

“I look forward to working with the president and my colleagues in the House to put forward pro-growth policies that will create jobs and restore confidence in the American economy and in our political process”

 

Our nation is in the midst of one of the greatest economic downturns of our generation. With more than 23 million Americans out of work, underemployed, or who have given up looking for work altogether, we need to do everything in our power to create a climate for growth in order to get Americans working again.

We must enact common sense, pro-growth policies that give small businesses and entrepreneurs renewed confidence in our economy and remove the barriers to growth that stifle economic recovery and hamper job creation. These barriers include onerous government regulations that limit the private sector’s ability to invest, grow, and create jobs, as well as our nation’s $16 trillion debt which threatens our financial viability and our national security.

In order to address these barriers, I have and will continue to support an agenda that addresses our economic challenges, fosters innovation and investment, and helps job creators without raising taxes on working families and small business owners.

Education

The issue of Education is important to our district and to my work in Congress.

Education reform is one of the biggest issues facing our country today.  The federal government is spending massive amounts of money on K-12 education, but taxpayers are seeing little return on that investment.  Pouring more federal money into the problem is not the solution and neither is imposing a one-size-fits-all solution.  We need to focus on accountability, flexibility and local control, identifying and funding only what works, and expanding parental choice.

As a school board member, I saw that local control and community involvement were not to be underestimated.  Giving communities the tools and the flexibility to address their particular needs not only encourages greater local involvement in education but also gives students an example of the ingenuity and perseverance that will serve them well in the world today.

We also need to expand our focus on higher education from just the traditional colleges.  In a dynamic, global economy, Americans need to be able to train or retrain for the careers of the 21st century.  Some will be able to pursue this through traditional colleges, but many will opt for the flexibility and practicality of schools with specialized, practical training.  Supporting an array of educational facilities provides our workforce the greatest chance to compete and succeed in today's global economy.

Energy

The issue of Energy is important to our dis

Western Pennsylvania is rich in natural resources. It’s time we fully realize her total potential. I am dedicated to furthering policies that will encourage the development and utilization of the Marcellus shale that is being developed here in Western Pennsylvania. The Commonwealth is in a great position to become a leader in the development of natural gas and coal. I believe that by working with emerging industries, like the shale industry, these new sources of energy can provide an invaluable source of energy and provide sustainable, high-quality, high paying jobs for years to come.

As Congress develops an energy policy, the policy should include an “all of the above”approach to solving our energy needs--a policy that encourages development and increases all forms of American energy, from biofuels to coal and everything in between.  By developing energy domestically, we can decrease our addiction to foreign oil, spur job growth, and keep Americans’ hard earned tax dollars out of the hands of foreign dictators. 

Everyone can agree that America’s energy challenges do not have a single solution. By incorporating the growing capacity of solar and wind power with hydropower, clean coal, natural gas, nuclear power, biofuels, and oil, we can make environmentally responsible strides towards energy independence.

Foreign Affairs and Defense

Congress is constitutionally mandated to provide for the common defense of our great nation. It was one of the reasons our Founding Fathers established the Constitution and it is a responsibility I take very seriously.

The world is an increasingly dangerous place and America’s enemies remain resolved in their fight against freedom and freedom-seeking nations. We need a strong and ready military to meet our vast national security needs and to be prepared to confront ongoing and future threats.

To strengthen our nation's armed forces, I have worked to:

  • Support responsible spending reductions to prevent defense sequestration. I voted for H.R. 5652, the Sequester Replacement Reconciliation Act of 2012, which provides for responsible spending reductions to avoid steep, automatic cuts to defense accounts known as sequestration and was passed by the House.  Rep. Kelly also voted for the related bill, H.R. 6365, the National Security and Job Protection Act, which also passed the House.  H.R. 6365 provides for the repeal of defense sequestration upon enactment of H.R. 5652 or another with equal or greater spending reductions over the next five years.  Finally, Rep. Kelly voted for the H.R. 5872, the Sequestration Transparency Act of 2012, which was passed into law and requires the president to provide a detailed report on the effects of sequestration on our nation’s defense capabilities.
  • Bolster robust funding for our military to “provide for the common defense.”  I voted for H.R. 5856, the fiscal year 2013 Defense Appropriations bill, which passed the House and provides $519.2 billion in regular funding, an increase of $1.1 billion over the fiscal year 2012 level.  H.R. 5856 also contains $88.5 billion for Overseas Contingency Operations (OCO) in support of the Global War on Terror.  H.R. 5856 ensures that troops are fully equipped as they continue their noble mission of defending our country.
  • Support the reauthorization of vital intelligence tools to protect our nation.  I voted for H.R. 5949, the FISA Amendments Act Reauthorization Act of 2012, which provides authority to collect counterterrorism information and foreign intelligence to protect the U.S. from attack, while protecting the civil liberties and privacy of American citizens and permanent residents.
  • Support the GI Bill Fairness Act of 2011.  I voted for H.R. 1383, the GI Bill Fairness Act of 2011, which passed the House and the Senate, and was signed into law by the President.  The bill allows student veterans who were accepted by a school on or prior to January 4, 2011, but were not necessarily attending the school at that time to be “grandfathered” in under the bill. The legislation will help student veterans in Pennsylvania and around the country.

In addition to strengthening our militiary, as a member of the House Foreign Affairs Committee I am working to ensure that America’s foreign policy is guided by and rooted in the values and democratic principles that make America a truly exceptional place. This includes engaging other nations in free and fair trade, and giving U.S. businesses and manufactueres greater access to global markets. Roughly 95 percent of the world's marketplace is outside of the U.S. It is essential to our nation's economic growth that we increase the number of our trading partners and open new markets to American products.

To that end, I have worked to:

  • Strengthen Trade with Russia. I signed a letter to President Obama urging him to grant Permanent Normal Trade Relations (PNTR) to Russia.  PNTR reduces Russian tariffs on U.S. exports and ensures that the U.S. can hold Russia accountable to World Trade Organization (WTO) rules.  Pennsylvania exported $226 million in goods to Russia in 2011, directly supporting 690 jobs.
  • Enhance free and fair trade with our trade partners in Asia, the Pacific and the Americas.  In 2010 Pennsylvania exported $21B of its $35B in goods (61%) to Asia-Pacific Economic Cooperation (APEC) members.  I voted for three key free trade agreements with South Korea (H.R. 3080), Panama (H.R. 3079), and Colombia (H.R. 3078), which create good paying U.S. jobs by expanding new export opportunities with these growing economies.  The South Korea-US Free Trade Agreement (KORUS) alone is estimated to create 70,000 U.S. jobs, increase U.S. GDP by $10 to $12 billion, and increase exports by $10 billion.  I also support Trans-Pacific Partnership talks to open world markets in Asia and the Pacific to U.S. exports.
  • Defend U.S. businesses harmed by unfair foreign competition.  I gave a floor speech in support of and voted for H.R. 4105, a bill to penalize non-market economies like China and Vietnam that subsidize their exports. H.R. 4105 was signed into law in March 2012.  At a Foreign Affairs Committee hearing, I discussed strategies to stop unfair trade practices, including state subsidized exports and intellectual property theft, by countries such as China.  Pennsylvania is the tenth largest exporter in the United States. Our businesses exported $34.8 billion in goods in 2010, and in 2008, 285,000 jobs in Pennsylvania depended on exports.

In addition, I have supported a Middle East policy that strenthens our relationship with Israel and works to stop Iran from getting a nuclear weapon or becoming nuclear capable. This policy includes efforts to:

  • Urge the European Union to Designate Hezbollah as a Terrorist Organization.  I am one of two lead Republican signers of a bipartisan letter from members of Congress to the Ministers of the Council of the European Union urging the EU to designate Hezbollah as a terrorist organization.  Hezbollah has a long history of engaging in terrorist attacks against the U.S., Israel, and other allies.
  • Support Tough Sanctions on Iran.  I wrote an article published by The Hill urging U.S. leadership to compel the Iranian regime to abandon its drive for nuclear weapons, its human rights violations, its acts of aggression, and its vows to wipe Israel off the map.  I supported strong Iran sanctions language in H.R. 1540, the National Defense Authorization Act for Fiscal Year 2012, which was passed by Congress and signed into law by the president, as well as H.R. 1905, the Iran Threat Reduction and Syria Human Rights Act of 2012, which was passed by Congress.  I also signed a bipartisan letter to President Obama urging him to designate the National Iranian Oil Company (NIOC) and the National Iranian Tanker Company (NITC) as supporters of Iran’s Islamic Revolutionary Guard Corps.  Such designation would authorize even stronger levels of sanctions against the oil-dependent Iranian regime.
  • Defend the U.S.—Israel Alliance. I recognize that the alliance between the United States and the State of Israel is crucial to the national interests of the U.S. and must be upheld.  I authored an op-ed published in The Hill emphasizing the importance of this relationship.  I voted for H.R. 4133, the United States—Israel Enhanced Security Cooperation Act of 2012, which reaffirms and expands the U.S. commitment to protecting Israel.  I also co-sponsored H.R. 4229, the Iron Dome Support Act, which authorizes the president to provide the Iron Dome missile defense system so that Israel can defend itself against rocket attack.

Government Oversight and Reform

I am committed to reducing spending and decreasing the size of the federal government. Many existing government programs are duplicative, wasteful, outdated or unnecessary.  It’s of the upmost importance that we bring the era of big government to an end.

As I considered where I could utilize my business background to tackle government spending issues and burdensome regulation that hinder job creation, the Oversight & Government Reform Committee was at the top of the list. Congress needs to be vigilant in ensuring that taxpayers’ money isn’t wasted on the unnecessary pet projects of legislators.

Through the Oversight & Government Reform Committee, I am tasked with offering real government reform measures and providing oversight over the entire executive branch. Pennsylvanians want their government to be held more accountable and deserve to know how their money is being spent.

The federal government can take steps toward paying down the national debt as we actively review existing spending programs and cutting unnecessary programs.

The following is a list of legislation I have supported to help reform the federal government and make it more accountable to the American people:

 

  • INTRODUCED LEGISLATION providing additional disiplinary tools for Senior Executive Service (SES) Employees. Rep. Kelly introduced H.R. 6016, the Government Employee Accountability Act in response to the GSA Las Vegas conference scandal. The legislation adds the option for Agency heads to place SES employees on Administrative leave with or without pay.

 

  • FOUGHT TO HOLD ATTORNEY GENERAL ERIC HOLDER ACCOUNTABLE OVER HIS INVOLVEMENT WITH FAST AND FURIOUS. Rep. Kelly voted in favor of H.Res. 711, which recommended the House find Attorney General Eric H. Holder, Jr. in contempt of Congress for refusal to comply with a subpoena issued by the Committee on Oversight and Government Reform. The subpoena asks for 10,000’s of pages regarding the Fast and Furious gunwalking program which resulted in the loss of 100’s of Mexican lives and the death of Customs and Border Patrol Agent Brian Terry. 

 

  • INTRODUCED LEGISLATION to Eliminate subsidies for electric vehicles. Rep. Kelly introduced H.R. 3768, the End Electric Vehicle Subsidies Act.  The federal government subsidy for electric vehicles goes towards a segment of the industry that is not ready for market. The credits largely go towards upper income earners, not the middle class.

 

  • COSPONSORED THE REINS ACT.  Rep. Kelly voted in favor of H.R. 10, the Regulations from the Executive in Need of Scrutiny Act (REINS Act) which would require Congress to take an up-or-down, stand-alone vote, and for the President to sign-off on all new major rules before they can be enforced on the American people, job-creating small businesses, or State and local governments. H.R. 10 passed the House on January 19, 2011, by 241-184.

 

  • SUPPORTED THE RED TAPE REDUCTION AND SMALL BUSINESS JOB CREATION ACT. Rep. Kelly voted in favor of H.R. 4078, the Red Tape Reduction and Small Business Creation Act.  Which would prohibits a federal agency from taking any significant regulatory action for 2 years or until the national unemployment rate is 6% or less. This includes regulations resulting in an annual effect on the economy of $100 million or more. H.R. 4078 passed the House on July 27, 2012 by 245 – 172.

 

  • COSPONSORED LEGISLATION ELIMINATING THE OBAMA ADMINISTRATION’S CZARS. Rep. Kelly is a cosponsor of H.R. 59, the Sunset All Czars Act, which eliminates the funding for the 39 czars Obama has employed during his administration. It would require any czars be confirmed by the Senate.

 

  • COSPONSORED LEGISLATION ENDING THE LAME DUCK SESSION AFTER FEDERAL ELECTIONS.  H.R. 339, the End the Lame Duck Act, would end the legislative session after the general election if the majority party loses power. This boss’ honors the political will of the American electorate.

Health

“Going forward, we will work on putting together commonsense solutions to reduce health care costs and make sure every American, regardless of preexisting conditions, has access to health care. But we are going to do it in a way that keeps the government out of the exam room and keeps a quality of care that Americans deserve.”

Two years ago, the president signed into law his signature health care bill, which will include the government takeover of one-sixth of the U.S. economy. It is the largest expansion of the federal government in decades, and a majority of the American people want it stopped.

To that end, I have worked to repeal and defund this disastrous law before its full implementation, which will cost taxpayers more than a trillion dollars, take away $500 billion from Medicare, and force millions of people to lose their current health care coverage, putting them on government-run programs instead.

The House Republican majority has voted 29 times so far to repeal and defund, and dismantle President Obama’s health care law. Here’s an overview of these efforts:

  • REPEALING THE LAW: One of the first actions taken by the House in 2011 was to adopt H.R. 2, a bill repealing the health care law in its entirety.
  • DEFUNDING THE LAW: The jobs-focused budgets passed by the House this year (H.Con.Res. 112) and last (H.Con.Res. 34) fully repeal and defund the government takeover of health care. Several amendments to H.R. 1 would prohibit funding from being used to implement or enforce provisions of the law.
  • REPEALING THE SMALL BUSINESS PAPERWORK MANDATE: The House passed and the president signed H.R. 4, Pledge to America legislation that repealed the health care law’s job-crushing paperwork mandate.
  • FREEZING THE IRS BUDGET: Another provision in the spending cut agreement prevented the IRS from hiring 16,500 new agents to help impose the health care law’s tax hikes and mandates.
  • ELIMINATING SLUSH FUNDS: Several ObamaCare slush funds were eliminated in last year’s spending cut agreement signed by President Obama. The House approved H.R. 1213 and H.R. 1214 to repeal other slush funds and save taxpayers billions of dollars. And the House recently cut an ObamaCare slush fund to pay for a bill that stops student loan rates from doubling.
  • SCRAPPING THE RATIONING BOARD: The House passed legislation (H.R. 5) repealing the Independent Payment Advisory Board (IPAB), a panel of 15 unelected and unaccountable government bureaucrats tasked with rationing care for America’s seniors.
  • EXPOSING TRUE COST OF THE LAW: The House voted to repeal the CLASS Act (H.R. 1173) whose phantom “savings” were “crucial to garnering support for passage” of Obamacare, according to a bicameral Congressional investigation.
  • BACKING STATES & SMALL BUSINESSES: Speaker John Boehner filed a brief in federal court backing the effort by states and small businesses challenging the constitutionality of the law.
  • HOLDING THE ADMINISTRATION ACCOUNTABLE: House committees held roughly three dozen hearings in 2011 examining the impact of ObamaCare on job growth, the costs imposed on families and small businesses, the administration’s use of waivers to exempt select groups from the law’s mandates, the constitutionality of the law, and much more.

The president’s health care law makes it harder for small businesses to hire new workers, jeopardizes seniors’ access to care, and adds to the debt that threatens job growth. It needs to go.

The majority of Americans do not like the president's health care law and want to see it overturned. I will continue to do my part to right the wrong that is Obamacare and replace it with commonsense, cost-effective solutions that will improve access to health care, protect consumer choice, and preserve the doctor-patient relationship by keeping government out of the examining room.

Second Amendment Rights

I am a strong believer in the Second Amendment of the Constitution of the United States.  It protects law-abiding citizens from the government’s infringement on our right to keep and bear arms.  The Founding Fathers felt this right was important enough to make it part of the Bill of Rights, and held that the right to keep and bear arms was the personal and fundamental right of all citizens.

As part of my efforts to protect our Second Amendment rights, I have worked to:

  • Uphold the heritage of sport shooting and recreational shooting.

I voted for H.R. 4089, the Sportsmen’s Heritage Act of 2012, a bill which will protect and strengthen opportunities for recreational hunting and shooting. This bill prevents federal agencies from imposing unnecessary regulations on law abiding sportsmen and sportswomen by:

Opening federal lands to recreational shooting,

Promoting hunting and fishing on federal land, and

Removing unfair federal regulations on the importation of legally hunted trophies.

 H.R. 4089 passed the House by a bipartisan vote of 274 to 146.

  • Lead the fight in congress to protect the Second Amendment Right to keep and bear arms and U.S. Interests from UN Arms Trade Treaty.

I authored a bipartisan letter to President Obama and Secretary of State Clinton signed by 130 members of the House of Representatives expressing concerns regarding the Arms Trade Treaty (ATT) being negotiated by the UN.  The letter warns the Administration against signing any treaty that would reduce our Second Amendment rights, weaken our domestic defense industrial base, facilitate the arming of terrorists, or make it more difficult for us to defend close allies such as Israel and Taiwan.

  • Support NRA prize-winning local business Cabot Guns.

I delivered a speech on the floor of the House of Representatives in support of Cabot Guns, in Cabot, PA.  Cabot Guns won the National Rifle Association’s Pistol Championship in its first year of competition at the Camp Perry, the “World Series” of competitive pistol shooting.

  • Support the right of lawful gun owners to protect themselves while traveling out of state.

 I co-sponsored and voted for H.R. 822, the National Right-to-Carry Reciprocity Act of 2011. This bill protects the rights of millions of gun owners by requiring states to recognize each others’ concealed firearms permits, just as states recognize each other’s drivers’ licenses and carry permits held by armored car guards.  H.R. 822 passed the House by a bipartisan vote of 272 to 154.

Spending Cuts and Debt

Spending Cuts and Debt affect us all and dealing with these issues are important to my work in Congress.

Government spending has become dangerously overblown. I am fighting hard to bring business sense back into the nation’s budget. I do not believe that we can tax and spend our way to prosperity. I plan to work with my colleagues to create a new trend in government, one defined by responsible and cautious use of the taxpayer’s money. It is clear that the staggering national debt the United States has accumulated must be reversed. The reckless spending that has defined Washington in recent years is nothing short of generational theft.

The national debt of the United States is now in excess of $14 trillion dollars, equating to more than $40,000 for every citizen. The largest public owners of America’s national debt are now foreign governments. I will do everything in my power to stop our children’s future from being sold overseas to prop up programs that are unsustainable and duplicative. The era of big government needs to be put to an end.

As a small business owner, I understand the importance of respecting that government does not have the right to treat people’s money as an unlimited charge card. I will fight to lower taxes for working families and job creators, lessen crushing regulations, create an environment friendly for entrepreneurs and ensure that our workforce is given every opportunity to compete effectively.

Tax Reform

The issue of Tax Reform affects all of us and dealing with it is an important part of my work in Congress.

By bringing a common sense approach to government, I will fight hard to lower taxes for our working families and job creators. I believe that taxpayers are in the best possible position to determine how to spend their own money, not bureaucrats in Washington. It is critical that Congress finds ways to reduce taxes upon individuals, as well as the compliance costs associated with filling out complex and lengthy forms. Tax revenue is generated by ensuring people are working and profitable. It should not come from raising tax rates. Accordingly, I have made a promise to my constituents that I will never vote for a tax increase.

Bills that I’m a co-sponsor of:

  1. H.R.488, the Save Our Medical Devices Act.  The massive health care law enacted in March 2010 included a provision imposing a 2.3 percent tax on the gross sales of medical and dental devices used to improve – and in some cases save – patients’ lives. The tax will begin hammering job creators in 2013 and is expected to cost companies $2 billion per year. It's a 2.3 percent tax on the sale of any medical device except for contact lenses, glasses and hearing aids and any other device that the HHS Secretary determines down the road that would be sold at a retail store for individual use i.e. band aids.  H.R. 488 would repeal this provision.

Trade

My constituents sent me to Washington to advocate for pro-growth economic policies that will move our nation in the right direction.  This is a crucial issue for businesses in the 3rd District and across America. Manufacturers are closing shop or cutting jobs because of the penalizing and unfair trade policies that impact our ability to compete in the global markets.  Congress must enact pro-growth economic policies that will move the nation in the right direction.  Unfair trade practices, unenforced trade policies, and burdensome regulatory barriers weaken American industries, kill jobs, and hurt consumers.

I believe that American businesses produce the finest goods and services in the world.  We are second to none in the global marketplace – provided that the rules of the game are fair.  Drawing from my rich experience as a small business owner working with South Korean car makers Kia and Hyundai, I am working towards practical solutions that help American businesses and workers to complete globally.  Thus, I support laws that foster dynamic, vibrant businesses and laws that allow goods and services to flow freely to our valued global trade partners.

Bills I am supporting:

Free Trade Agreements: I urge the President to send all three free trade agreements with Colombia, Korea, and Panama to the Congress for immediate approval.  These completed agreements have languished on the President’s desk for years.  Yet while we hesitate, other countries have seized the day and put into effect their own free trade agreements with Colombia, Korea, and Panama, crippling the ability of American businesses to compete in these markets.  Now is the time to open new opportunities for American businesses overseas.

Veterans

I am grateful to all those who have served in our armed forces, and to the brave men and women who are currently serving our country in the global war on terror.  The people of the Commonwealth of Pennsylvania are proud to count one million veterans as friends, family, and neighbors.  All who have served have sacrificed, and we owe our liberty and freedom to our veterans.

I am committed to serving our veterans.  I am working to ensure that our veterans receive the benefits and the care that they so greatly deserve. I am pleased to work with our two local VA hospitals, the Clarion County VA Outpatient Clinic and VA Butler Healthcare, to provide quality care to veterans in the 3rd District.  I am always interested in making improvements to the VA healthcare system to make the claims process efficient for our veterans, and to adjusting and improving the delivery of healthcare to fit the changing healthcare needs of veterans today.

I am also committed to serving veterans by helping them to obtain job training and education at our great colleges and universities in Pennsylvania, to empower them to advance their careers and provide for their families.  We are eternally grateful to our veterans and it is my goal to see to it that they have the services they need to lead healthy and productive lives after their time in the military is complete.

In my efforts to better serve our veterans, I have worked to:

  • Seek Transparency and Accountability from the Butler VA.  I have sought answers from the Veterans Administration as to its decision to close and possibly tear down the historic Butler VA Building #1 after spending millions of dollars in renovations, and building a new Butler Health Care Center (HCC), without holding any public hearings or town halls.  Accordingly, I hosted a town hall on the VA’s future plans for Building #1.  I also wrote a letter requesting that the VA explain the rationale for its decision, including its failure to obtain public input from veterans.  Additionally, I entered into a bipartisan colloquy on the House floor with Rep. Jason Altmire and Rep. Culberson, Chairman of the House Appropriations Committee, Subcommittee on Military Construction and Veterans Affairs.  Chairman Culberson agreed to help to investigate the Butler VA’s decision.   
  • Support a Congressional Committee on POW/MIA Affairs.  I suppored H. Res. 111, a resolution urging the establishment of a congressional, bipartisan, Select Committee on POW and MIA Affairs to conduct a full investigation of all missing personnel from all military conflicts from World War II until the present.
  • Support the GI Bill Fairness Act of 2011.  I voted for H.R. 1383, the GI Bill Fairness Act of 2011, which passed the House and the Senate, and was signed into law by the President.  The bill allows student veterans who were accepted by a school on or prior to January 4, 2011, but were not necessarily attending the school at that time to be “grandfathered” in under the bill. The legislation will help student veterans in Pennsylvania and around the country.
  • Support expanding opportunities for veterans to find work.  I voted for the VOW to Hire Heroes Act of 2011, which was passed into law as Title II of H.R. 674.  The VOW to Hire Heroes Act of 2011 is a comprehensive jobs package to help veterans make a smooth transition to civilian employment through expanded opportunities for education and training and other needed measures.
  • Support the Veterans' Benefits Act of 2011. I voted for H.R. 2349, the Veterans’ Benefits Act of 2011.  The bill would enhance the speed and accuracy of the processing of veterans benefits claims by providing improved training for VA employees and demanding accountability from VA employees with poor job performance.

I also voted for:

  • the Veterans’ Compensation Cost-of-Living Adjustment  (COLA) Act of 2011 (S. 894), which would direct the Secretary of Veterans Affairs to increase, as of December 1, 2011, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children; and
  • the Veterans Health Care Facilities Capital Improvement Act of 2011, which will allow the Secretary of Veterans Affairs to carry out certain FY2012 major medical facility construction projects (projects) at Department of Veterans Affairs (VA) medical centers.

We have passed bills that let our veterans know that we don’t take them or the great sacrifices they’ve made for granted, and that we will never abandon them in their time of need, just as they have never abandoned us in ours

Impeachment

Unfortunately, extreme partisanship won the day in September when Speaker House Nancy Pelosi announced that the House of Representatives would begin an impeachment inquiry against the President of the United States.

The basis for their impeachment inquiry is a whistleblower complaint that makes allegations about the president's conduct on a phone call with the president of Ukraine. You can read them here:
