Michael Turner

Congressman Mike Turner is a lifelong resident of Southwest Ohio.

His father worked in the manufacturing industry in Dayton for over 40 years, and his mother taught elementary school in the Huber Heights School District. Congressman Turner is the proud father of two daughters, Jessica and Carolyn Turner, who live in Dayton.

DEFICIT REDUCTION AND FISCAL RESPONSIBILITY

Congressman Turner is committed to finding real solutions that address our growing debt while making certain our men and women in uniform have the tools that they need to protect our country.

Balancing our nation’s budget is the most effective way to ensure that our growing debt is handled in a responsible manner. During his time as Mayor of Dayton, Congressman Turner successfully balanced the city’s budget, demonstrating that economic growth is possible by setting clear priorities and managing out-of-control spending. Throughout his time in Congress, Congressman Turner has continued to work towards reducing our nation’s deficits by supporting fiscally responsible legislation.

DELPHI SALARIED RETIREES

Since 2009, Congressman Mike Turner has led the fight to restore the pensions of the Delphi Salaried Retirees.

In 2009, more than 20,000 Delphi Salaried Retirees lost their futures in a failed government bailout.

Since that time, Congressman Turner has fought for Delphi Salaried Retirees to get the answers and the equitable treatment they deserve. Congressman Turner has led many discussions with the past and current White House Administrations to continue the fight on behalf of our wronged retirees.

In 2020, Congressman Turner, worked with President Donald J. Trump to craft a presidential memorandum that would order the Pension Benefit Guaranty Corporation (PCGC) to at long last explain to the Delphi salaried retires what happened to their pensions and provide a pathway to fully restore their pensions. On October 22, 2020 President Trump signed that Presidential Memorandum which represented the first major victory on behalf of Delphi Salaried retirees in over a decade. Even with this victory, there is still more work to be done to right this wrong. Congressman Turner is continuing his effort so hold The PBGC accountable and fully restore the salaried retires pensions.

ENERGY

Energy independence is critical to our economic and national security.

Congressman Turner has long supported an all-of-the-above approach to domestic energy production.

Through bipartisan legislation, Congressman Turner aims to help strengthen our strategic partnerships with key allies, reduce the trade deficit and boost job growth right here at home by increasing U.S. natural gas exports.

In order to establish an energy-independent America, Congressman Turner continues to work towards lifting unreasonable restrictions on American energy production, reviving our economy, and ending our dependence on fuel sourced from unstable or hostile regimes. By promoting our own natural resource industry and continuing efforts towards cleaner energy production, we can help grow both our workforce and economy and end America’s dependency on Middle Eastern oil.

HEALTH CARE

Americans should have access to the healthcare services they need.

Congressman Turner has a long history of fighting for real healthcare solutions that lower costs and create more choices for the American people. With different health care crises facing Ohio and the nation, he has led the fight to help Ohioans recover from the COVID pandemic and combat the devastating opioid crisis.

Congressman Turner supported bipartisan COVID-19 relief packages that provided financial assistance and life-saving resources to Ohio hospitals and health centers. In addition, he cosponsored the COVID-19 Hospital and Health Provider Medicare Loan Forgiveness Act, which provides loan forgiveness to help healthcare facilities as they continue to recover from the crisis.

The opioid epidemic has claimed the lives of too many within Ohio’s 10th district. Congressman Turner continues to lead multiple legislative solutions to combat this devastating crisis. In 2018, he first introduced the bipartisan Medicaid Reentry Act, which would provide Medicaid access to incarcerated individuals in Ohio and throughout the country for the 30 days before their release. This critical change establishes a foundation for treatment during incarceration, which law enforcement officials and medical providers both agree will address a growing problem contributing to recidivism and the opioid epidemic.

In addition, the Congressman recently introduced the Mainstreaming Addiction Treatment (MAT) Act, which would stop the federal government from tying prescribers’ hands and allow them to prescribe an addiction treatment called buprenorphine. Thanks to Congressman Turner’s advocacy, President Biden reversed his position and the bureaucratic barriers once in the way is eliminated, helping countless individuals struggling with addiction have access to this lifesaving treatment option.

IMMIGRATION

Our immigration system is broken. Securing our borders and stopping illegal immigration is a matter of national security.

We need immigration reform that provides no amnesty for those who have entered our country illegally. The president must work with Congress to promote immigration reform that fully secures the border, keeps our citizens safe, and protects the rights of legal immigrants while not unfairly rewarding those who came here unlawfully.

JOBS AND THE ECONOMY

Congressman Turner remains committed to job creation and economic growth.

Throughout Congressman Turner's time in Congress, our community has successfully grown and retained many manufacturing, defense industry, and high-tech jobs that are important drivers of our local economy as well as industry leaders nation-wide.

Congressman Turner has pushed to increase multiple job and career opportunities within the Dayton area. During his time in Congress, Wright-Patt has successfully added approximately 10,000 jobs and remains the largest single-site employer in the state of Ohio and a huge driver of our regional economy.

Efforts made by Congressman Turner helped pave the way for Fuyao Glass America to establish its U.S. manufacturing plant in Moraine, bringing well over 2,000 jobs to the region. In 2020, Fuyao announced a $46 million investment to expand the plant, helping Southwest Ohio’s economy to continue to grow.

In response to the COVID-19 pandemic, Congressman Turner has supported small businesses by voting to create and fund the Paycheck Protection Program. This vital program has served as a lifeline for over 7,000 businesses in Ohio’s 10th district. In addition, Congressman Turner wrote and introduced the Employer and Employee COVID Protection Act, which will provide aid to those who felt it necessary to leave their jobs due to their employer failing to address their health concerns and will also protect employers who have continued to provide safe working conditions. He has also cosponsored bills such as the RESTART Act to help small businesses as they work towards regaining their losses from the pandemic.

MILITARY SEXUAL ASSAULT PREVENTION

Since 2007, Congressman Turner has led the fight to combat sexual assault from our military.

As Co-Chairman of the Military Sexual Assault Prevention Caucus, Congressman Turner has worked to successfully pass substantive, bipartisan legislation to change the flawed culture that has enabled sexual assault to occur in our Armed Forces. He has introduced and supported legislation aimed at assault prevention, protecting victims, and increasing tools for prosecution.

Specifically, Turner has helped enact legislation that has provided expedited transfers of victims, established a mandatory dishonorable discharge for convicted sex offenders, limits commander’s discretion to grant clemency, and established a Special Victims’ Counsel for victims of sexual assault—an unprecedented step forward in protecting victim rights.

In 2014, along with Congresswoman Tsongas, Congressman Turner introduced the FAIR Military Act, which takes powerful steps in the areas of prevention, prosecution, and protection. These groundbreaking reforms were successfully included in the final bipartisan 2015 National Defense Bill and hold our military leaders to the highest standard.

Most recently, Congressman Turner has supported the Military Justice Improvement and Increasing Prevention Act of 2021. Unlike previous legislation that significantly undermined the commander’s efforts to ensure good order and discipline within the unit, under the MJIIPA, unit commanders maintain the authority to prosecute military-specific offenses and to otherwise address misconduct in the unit. This professionalizes the military justice process to improve the protection of victims and the accountability of alleged offenders while allowing unit commanders to retain visibility of their unit and focus on mission success.

NATIONAL DEFENSE AND SECURITY

Our military men and women bravely risk their lives to defend the freedoms we are privileged to enjoy as Americans.

We have a duty to help our servicemen and women have the protection, the resources, and the certainty required to successfully protect our country and keep our families safe. That is why Congressman Turner continues to lead the charge against irresponsible and devastating cuts to our nation’s military funding that could seriously jeopardize our national security.

As a senior member of the House Armed Services Committee, Congressman Turner has been a lead advocate for securing proper funding for the U.S. nuclear deterrent, which is vital to our national security as Russia and China increase their nuclear stockpiles. In addition, Congressman Turner has spoken out about Russia and China’s aggressive pursuits in Space. He is helping lead efforts to ensure America remains the leader in outer space, and that Ohio stays at the forefront of opportunities to grow the U.S. space and defense program.

SOCIAL SECURITY AND MEDICARE

Social Security and Medicare must fulfill their important promise to America's seniors.

Our government must find ways to strengthen and preserve these critically important programs, so they last for current seniors and future generations. Congressman Turner has proven his dedication to this issue by supporting H.R. 4547, the Strengthening Protections for Social Security Beneficiaries Act of 2017 and 2018. In the response to the COVID-19 pandemic, Congressman Turner has been dedicated to working for the expansion of Medicare reimbursement for telehealth services to better accommodate our seniors.

In order for future generations to receive the benefits of social security, it is now more essential than ever to maintain a balanced budget and rein in out-of-control government spending. Congressman Turner is committed to working to find bipartisan solutions to protect our crucial safety net of Social Security.

VETERANS AFFAIRS

Congressman Turner has long been an advocate for America's veterans.

Our veterans have made tremendous sacrifices to protect our freedoms. Congressman Turner has consistently fought for our former servicemembers to have access to safe housing, good jobs, and the healthcare they need when they come home.

Southwest Ohio is home to over 60,000 veterans, representing a sizable portion of our community’s population. Congressman Turner continues efforts to support the Dayton VA Medical Center as they provide the best healthcare for our wounded veterans daily.

During his time in Congress, he has authored and cosponsored numerous pieces of legislation to help provide safe and affordable housing for our veterans in the pursuit to end veterans’ homelessness. In August of 2020, Congressman Turner successfully advocated for nearly $4 million in grants to help fund the building of transitional housing and other support services for our veterans who have bravely served our country.

Congressman Turner has also led numerous bills to support veteran’s families including the Military Retiree Survivor Comfort Act, which will end the policy of scaling back veteran retirement benefits while families are in mourning.

Congressman Turner has also supported the SAVE LIVES Act, which became law in March of 2021, and expands the VA’s authority to provide COVID-19 vaccines to veterans who are not currently enrolled in the VA’s healthcare system. He has consistently supported the Puppies Assisting Wounded Service Members Act, which would expand access to service dogs for Post 9/11 veterans suffering from the most severe levels of post-traumatic stress.

WRIGHT-PATTERSON AIR FORCE BASE

Wright-Patterson Air Force Base is vital to our regional economy and our national defense.

Home to the 88th Air Base Wing, several essential Air and Space Force units, and the National Museum of the United States Air Force, Wright-Patt serves as an integral part of both our local community and our national security.

With over 30,000 employees and an annual contribution of $16.68 billion to our regional economy, Wright-Patt is a critical economic engine for Southwest Ohio. With each year, Wright-Patt continues to grow, adding more employment and career opportunities.

As a Senior Member of the House Armed Services committee, Congressman Turner provides influential leadership to ensure that our military is protected from potentially devastating cuts. During his time in Congress and with the committee, Congressman Turner has ensured that Wright-Patt continues to serve as a crucial component for our national security. These efforts are still being made, and as of July of 2020, Congressman Turner successfully advocated for $58.5 million in funding for Wright-Patt expansion and military construction projects.

Prior to Congressman Turner's election to Congress, there was no advocate for Wright-Patterson Air Force Base on the House Armed Services Committee. Congressman Turner filled that void and has successfully added approximately 10,000 jobs to the base and remains the largest single-site employer in the state of Ohio.

Military Child Custody Rights

For the last several years, Congressman Turner has successfully led the fight to ensure that the parental rights of our service men and women are protected. 


Congressman Turner was honored to author, champion, and successfully fight to include a national standard of protection in the 2015 National Defense Bill that makes certain service members will not lose custody of their children because they have served or might deploy as part of their military service. 

Servicemembers risk their lives in support of military operations that keep our nation safe. They should never be penalized for serving their country.

CHIP

This year, Congress provided the longest and most generous extension of CHIP in the program’s 20-year history

• In January, after a months-long effort led by the House Energy and Commerce Committee, Congress passed, and President Trump signed into law, a six-year extension of CHIP. This was the longest and most generous extension in the program’s 20-year history.

• Specifically, CHIP funding was authorized at $21.5 billion for FY 2018 with gradual increases to $25.9 billion for FY 2022 and FY 2023.

• Further, the reauthorization continues through FY 2019 the enhanced match, a 23-percentage point increase in the federal share of CHIP funding, to states.

• In February, the Bipartisan Budget Act (BBA) extended CHIP an additional four years for a cumulative ten-year extension. The BBA built upon an already historic extension and solidified Congress’ commitment to the CHIP program with the longest and most generous extension ever of the program.
