John “Jack” Reed

Jack Reed is a champion for middle-class families and a strong believer that all Americans should have the opportunity to build a better life.

Jack was born and raised in Cranston and grew up on Pontiac Avenue.  His father, Joe, was a World War II veteran and Cranston school janitor who worked his way up to become custodial supervisor of the city's school system.  His mother, Mary, was a homemaker who was unable to go to college herself, but made sure her three children studied hard and had the opportunity to pursue a higher education.  The Reed family benefited from the GI Bill – a program that helped countless veterans further their education and put a roof over their heads – and Jack’s parents instilled in him the importance of serving his country and giving back to his community.

AGRICULTURE

Preserving Local Farms, Protecting Open Spaces, and Growing the Rhode Island Food Economy 

Senator Reed works hard to support family farmers and keep Rhode Island’s sustainable agriculture and food sectors growing.  He has led efforts to help preserve the state’s farmland and open spaces for future generations.

Today, there are 1,200 farms in Rhode Island, and according to the Rhode Island Department of Environmental Management, Rhode Island’s agriculture and plant-based industries support over 23,000 jobs and contribute nearly $3.5 billion to the economy each year.

Recognizing that a robust agricultural sector is vital to public, environmental, and economic health, Senator Reed helped pass the Agriculture and Nutrition Act (also known as the 'Farm Bill') to support small farms, farmers’ markets, local food production, and conservation efforts across Rhode Island.

KEY PRIORITIES AND ACCOMPLISHMENTS

  • Senator Reed helped secure a $600,000 USDA Beginning Farmer and Rancher Development Program grant to help new farmers access critical resources, tools, and training, so the next generation of Rhode Island farmers can thrive and succeed.
  • Reed supported Farm Fresh RI’s successful bid for the “Farmers to Families Food Box” program, which connected farmers and food producers to bring boxes containing fresh, local vegetables, fruit, milk, yogurt, and cheeses to Rhode Islanders in need.  The “Farmers to Families Food Box” program has helped distribute over 175,000 food boxes to Rhode Island families.
  • Reed helped secure over $275,000 in Specialty Crop Block Grants to grow Rhode Island’s ‘specialty crop’ sector, which includes fruits, vegetables, and horticulture and nursery crops.  These federal funds support specialty crop research, education, training, and market development.
  • In the midst of the novel coronavirus pandemic, Senator Reed helped to secure the inclusion of several food-related initiatives in federal relief packages, bringing over $3.5 million to the state to support Rhode Island’s agriculture, fishing, and food industries.

Restoring Fiscal Discipline and Promoting Responsible Budgets

As the United States emerges from a decade of two costly wars, unaffordable tax cuts in the early 2000s, and the worst economic crisis since the Great Depression, Senator Reed is working hard to put our nation back on a sound fiscal course.

Restoring fiscal discipline means making difficult decisions to align spending priorities with revenues, while also maintaining economic growth today and into the future.  Senator Reed believes that the best path forward to achieve these goals is to follow the same type of plan developed in the 1990s, when the laws he supported created the first budget surplus in nearly 30 years.

Controlling America’s debt and restoring fiscal discipline is a shared sacrifice.  Senator Reed supports a budget that fosters strong economic growth, and believes that a prospering, resilient middle class is the key to a greater future for all Americans.  He understands that cutting programs like Medicare and preserving tax breaks for the wealthy is not a smart decision for long-term prosperity. 

Senator Reed believes that a reformed tax code that helps balance the budget, strengthens the middle class, and provides smart incentives for job creation is the path forward.  A responsible combination of spending reductions, reforming the tax code, and economic growth through a growing middle class will accomplish exactly that.

  • Senator Reed strongly opposed the wasteful and irresponsible shutdown of the federal government in 2013.  Instead, he supported legislation to pay the government’s bills on time and continue essential services that hardworking Americans rely upon every day. 
  • Since 2010 alone, Senator Reed has supported the enactment of $3.3 trillion in deficit reduction and the replacement of the economically harmful sequester.
  • As the U.S. took extraordinary steps in 2008 to prevent the collapse of the economy and greater job losses, Reed fought to include an amendment giving taxpayers stock options in the firms they saved.  Thanks to Reed’s law, taxpayers have earned more than $9.4 billion in additional dividends – money that would have otherwise been kept by the rescued banks.

The March for True Equality and an End to Discrimination

Senator Reed is a longtime champion for social justice who is dedicated to protecting people’s rights, promoting fairness, and ensuring everyone has access to opportunity and equal treatment under the law.

Senator Reed continues to work to end the existence of racism in education, employment, housing, voting, and our society as a whole.  He also remains steadfastly supportive of the equal treatment of LGBTQ+ Americans, including in housing, employment, and other areas where significant barriers persist.  And he believes that it is long past time for women in America to be guaranteed equal pay for the same work as men.

No American should be discriminated against on account of race, gender, religion, identity, or sexual orientation.  And the best way to move our country forward and ensure lasting change is through a comprehensive and inclusive process that upholds our nation’s highest values and principles, and addresses the root causes of poverty and inequality across society.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed believes that there is no place for racism or bigotry.  Black Lives Matter, and it is more important than ever to reaffirm our commitment to Black Americans’ health, prosperity, and equal treatment.  
  • Senator Reed stands with Asian Americans and all Rhode Islanders in condemning discrimination, bigotry, and senseless attacks against people of Asian descent, and he supports legislation to ensure perpetrators of hate crimes against Asian Americans are held to account.
  • In order to dramatically expand voting rights and end voter suppression, Senator Reed has cosponsored the For the People Act, which would seek to put democratic power back into the hands of the American people.
  • Senator Reed has also cosponsored the Juneteenth National Independence Day Act to designate Juneteenth as a permanent holiday to commemorate the end of slavery in the United States and encourage ceremonies and activities in celebration of the holiday throughout the nation.
  • To clarify that federal civil rights protections also apply to LGBTQ+ Americans, Senator Reed has cosponsored the Equality Act.
  • Senator Reed believes that women and men performing the same job should earn the same salary.  He helped pass the Lilly Ledbetter Fair Pay Act and strongly supports the Paycheck Fairness Act.
  • Senator Reed has cosponsored the Washington, D.C. Admission Act, which would grant voting rights to over 700,000 Americans who lack equal representation in Congress.

CLIMATE & ENVIRONMENT

Dealing with Climate Change and Preserving Our Natural Resources

Senator Reed understands that a clean environment is important to our state’s economy and Rhode Islanders’ health and quality of life.  His conservation efforts have helped clean up and preserve Rhode Island’s open spaces, beaches, and waters, so future generations may appreciate the beauty of the state while living healthy, productive lives.

He also recognizes that our environment is under constant stress from a changing climate.  Warming temperatures and weather volatility pose a threat to our environment, economy, and national security, and Senator Reed believes that part of our mitigation strategy must include a national energy policy that limits carbon pollution, focuses on the development of clean, renewable energy sources that create jobs, and holds big polluters accountable.  He also believes that communities must take action to better adapt to a changing climate.  This includes the increase in resilience of our critical infrastructure and emergency preparedness.

Reed has fought efforts to gut the Clean Air Act, rejecting harmful policy riders and deep funding cuts that would weaken the EPA’s ability to address climate change and fight pollution that threatens public health.  He has also fought to maintain robust funding for the EPA Clean Water and Drinking Water State Revolving Funds.  These key federal programs help states finance priority water and wastewater construction projects that support jobs, improve water quality, and safeguard public health and the environment.

Reed has also been at the forefront of a national movement to reconnect kids with nature and strengthen environmental education in America's classrooms.  He is the author of the No Child Left Inside Act, which would support outdoor learning activities for Rhode Island’s students.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed has helped provide millions of dollars in federal Brownfields funding to support environmental cleanups and revitalize former industrial and commercial sites throughout the state, transforming them from abandoned and blighted properties into community assets.
  • Reed secured millions of dollars in federal funding for conservation projects to help preserve Rhode Island’s fish and wildlife populations, cultural heritage, and open spaces.  Major projects included the Blackstone River Valley National Heritage Corridor and the Rhode Island National Wildlife Refuges, as well as efforts to clean and preserve Narragansett Bay and Rocky Point.   He also wrote the law establishing the Blackstone Valley National Historic Park. 
  • Reed secured $2 million to establish a Southern New England Estuaries Geographic Program within the EPA, which will provide grants to Rhode Island and Massachusetts stakeholders to work on priority watershed restoration projects.
  • As a member of the Appropriations Committee, Reed secured $2.25 million in federal funds to contribute to the purchase and preservation of Rocky Point, in conjunction with the City of Warwick and the RI Department of Environmental Management.
  • In 2013, Reed received a distinguished service award for his efforts to protect and restore Rhode Island’s estuaries and water resources.  The award was presented by the National Estuarine Research Reserve Association, Restore America’s Estuaries, Association of National Estuary Programs, Narragansett Bay Research Reserve, Save the Bay, and the RI Department of Environmental Management.

CONSUMER PROTECTION

Championing Consumer Rights

Senator Reed is dedicated to protecting consumers and ensuring they have the information they need to make informed decisions. 

Reed authored several key pieces of the historic Wall Street Reform and Consumer Protection Act to bring transparency and accountability to the financial industry.  Most notably, Reed championed a provision to establish the Consumer Financial Protection Bureau (CFPB), which now works to prevent deceptive practices and to provide consumers with the information they need to make informed choices when shopping for mortgages, credit cards, and other financial products. 

Reed has fought to ban unfair credit card practices that prey on American consumers.  He also authored legislation to improve consumer disclosures on mortgages and provide stronger protections and better alternatives for families facing foreclosure.

In recognition of his dedication to protecting U.S. consumers, the pro-consumer advocacy Consumer Federation of America (CFA) honored Senator Reed with its Philip Hart Public Service Award for championing issues that better the lives of working Americans.

  • Reed cosponsored the Credit Card Accountability, Responsibility, and Disclosure (CARD) Act, which President Obama signed into law, establishing fair and sensible rules for how and when credit card companies can raise interest rates. 
  • Senator Reed cosponsored legislation to crack down on gas and oil market manipulation and pushed for federal task forces to ferret out unscrupulous and excessive speculative conduct in the energy commodity markets.
  • Reed authored a provision in the Affordable Care Act that will require prescription drug promotional advertisements and labeling to contain easy-to-understand “fact boxes” that will give patients and doctors credible, accessible information about how well drugs work and their potential side effects. 
  • Seeking to safeguard public health, Reed successfully pressured the Food and Drug Administration to strengthen labeling and testing standards for sunscreen products.

DEFENSE & FOREIGN AFFAIRS

Helping Rhode Island Contribute to Our National Defense

As a graduate of West Point and a former infantry officer, Senator Reed appreciates the risks our Armed Forces face every day.  Through his work on the Armed Services and Appropriations Committees, he works tirelessly to ensure that America’s fighting men and women have the equipment they need and the benefits they deserve.

Senator Reed firmly believes that the deployment of our men and women in uniform is a decision not to be taken lightly, and that military force represents only one tool in our nation’s international affairs arsenal.  That is why he voted against the Iraq War.  He also believes that the United States should be engaged in diplomacy to support our allies and build stronger relationships with emerging nations.  He has focused on arms control and non-proliferation efforts to keep weapons of mass destruction out of the hands of terrorists, and continues to support expanding our international development programs, which greatly contribute to global security and stability.

Reed has also secured billions of dollars in federal funding to modernize our military and bolster Rhode Island’s defense industry to create more high-paying jobs and expand opportunities for local businesses.  Rhode Island’s 16,000 defense workers make a valuable contribution to our national security and generate more than $1.75 billion in local economic activity each year.  Reed has worked hard to maintain and expand the U.S. Navy’s presence in Rhode Island by bringing additional commands, institutions, and projects to Naval Station Newport and Quonset Point.

KEY PRIORITIES & ACCOMPLISHMENTS

  • As the top Democrat on the Armed Services Subcommittee on Seapower, Reed secured over $17 billion in 2014 for the continued construction of the Virginia-class fast-attack submarines.  These critical components of our national defense assure that Rhode Island will play a vital role in national security and advanced manufacturing for years to come.
  • A member of the Senate Appropriations Committee and the Ranking Member of the panel’s Transportation, Housing and Urban Development (THUD) Subcommittee, Reed led the effort to include $5.32 billion for the Viginia-Class submarine program in the FY 2017 Omnibus Appropriations bill, including an additional $85 million above the request for advanced procurement for the four ships planned in 2018 and 2019. 
  • Reed authored a law to improve access to needed mental health services for members of the National Guard and Reserves and their families. 
  • Serving on the Appropriations Committee, Senator Reed works to ensure Rhode Island has state-of-the-art facilities and technology, such as the Naval Undersea Warfare Center’s new Electromagnetic Sensor Facility, the renovation and modernization of the Naval War College’s Hewitt Hall, and a full-motion flight simulator for the Rhode Island Air National Guard’s 143rd Airlift Wing.
  • Reed worked to ensure that the Base Realignment and Closure (BRAC) Commission preserved jobs in Rhode Island by keeping Naval Station Newport and Quonset State Airport Air Guard Station operational.
  • Reed supported a series of new laws to ensure that the Defense Department promptly and appropriately deals with sexual assault in the military.
  • Reed wrote the law to create the Office of Service Member Affairs in the Consumer Financial Protection Bureau (CFPB), and continues to urge the Department of Defense to strengthen the Military Lending Act to further protect service members and their families against abusive financial practices.
  • Reed helped ratify the New START Treaty that reduces the number of strategic nuclear weapons in the United States and Russia and contributes to countering nuclear proliferation throughout the world.
  • Reed recognizes the important role foreign aid plays in fostering global stability, and has worked to strengthen partnerships between local businesses and national agencies like USAID and USDA to better provide this assistance.  Reed brought the head of USAID on a tour of Providence’s Edesia Global Nutrition Solutions, a non-profit food manufacturer that produces ready-to-use food products to treat severe hunger and malnutrition around the globe.

EDUCATION

Investing in Our Children and Improving Rhode Island's Schools

Good schools are essential to our communities and our economy, and Senator Reed is working hard to help all our schools strive and succeed.  This means strengthening education at all levels, through college and beyond.

Parents are children’s first teachers, and Senator Reed continues to work to strengthen family engagement in education.  Senator Reed introduced the Family Engagement in Education Act to ensure that schools have the tools they need to effectively partner with parents.  He also fights for child care, school construction, Head Start, and other initiatives so that all children have access to safe, affordable, and high quality care and education.

Senator Reed strongly believes that every student with the drive to attend college should have the opportunity to go.   He has been on the front lines of the fight to ease student loan debt burdens and keep interest rates low.  He is a champion for the Pell Grant and has authored legislation to incentivize states to provide more need-based grant aid for college.

Senator Reed believes the more we do to support effective teaching and effective school leadership, the better results we will get for students.  He has written legislation to improve the preparation, professional development, and mentoring of educators to strengthen teaching and learning in our schools.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed cosponsored the In The Red Act of 2016 to urge Congress to address college affordability.  He also introduced the Pell Grant Preservation & Expansion Act to expand and permanently safeguard the Pell Grant program, helping millions of low-income students offset the rising costs of college.  He continues to fight for college affordability and lower cost loans.   
  • To help make college more affordable for Rhode Islanders, Reed helped pass the largest investment in college aid in history – ending a flawed system that gave away billions in federal subsidies to private banks and putting those taxpayer dollars directly in the hands of students to pay for their education.
  • Senator Reed worked to make Rhode Island eligible for the Experimental Program to Stimulate Competitive Research (EPSCoR), which is a stream of research and development funding exclusively for states that traditionally receive less science funding and that are seeking to improve their research infrastructure.
  • Senator Reed annually hosts a free College Financial Aid Workshop to help college-bound students and their families get a better sense of the financial aid options available to them.  It provides an overview of federal and state aid programs, and advises ways to apply for them.
  • Senator Reed wrote the law streamlining the Free Application for Federal Student Aid (FAFSA) to ensure more students could complete the form and get financial aid and supports further improvements to the application process.
  • In order to improve elementary and secondary education, Senator Reed is the author of legislation to improve the professional development and mentoring of educators and worked to strengthen family engagement in education.
  • Senator Reed has protected the federal investment in literacy and school libraries.  Over the last three years, more than $75 million in federal support has gone to school library programs and other literacy initiatives that provide children with books in the home.
  • Senator Reed is the author of the proposed No Child Left Inside Act, which would help free up critical funding to support outdoor learning activities, reconnect more kids with nature, and strengthen environmental education in America's classrooms.
  • Senator Reed helped provide $250 million to continue support for Preschool Development Grants in 2017, almost $5 million of which will go towards supporting and expanding pre-k programs in Rhode Island.

ENERGY

Fighting for Energy Independence and Increasing Affordable Renewable Energy

In an effort to build a cleaner energy future and ensure Rhode Islanders have access to affordable, reliable energy, Senator Reed has delivered billions of dollars to help low-income families keep the heat on in the winter and invest in weatherization, energy efficiency, and energy conservation.

Senator Reed has supported efforts to safely and responsibly reduce America’s dependence on oil, coal, and other fossil fuels.  He helped jumpstart Rhode Island’s offshore wind industry, and staunchly defended Rhode Island’s coastline from offshore oil drilling.

Senator Reed also recognizes the importance of innovation in the shift away from fossil fuels.  Reed has long been a proponent of clean energy incentives and strong investments in renewable energy technologies – including battery storage – to meet this challenge.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed is the leading Congressional champion of the Low Income Home Energy Assistance Program (LIHEAP), a federally funded program that helps low-income households with their home energy bills by providing payment or energy crisis assistance.
  • Reed spearheads the effort to fund the Weatherization Assistance Program (WAP), which helps Rhode Islanders lower their utility bills and reduce Rhode Island’s carbon emissions.  He also helped write the Weatherization Enhancement and Local Energy Efficiency Investment and Accountability Act, which renewed and strengthened WAP.
  • Reed helped put Rhode Island on the map in the offshore wind industry.  He secured the first earmark for the Special Area Management Plan process that led to the construction of Rhode Island’s Block Island Wind Farm – the first offshore wind farm in America.
  • Each year, Reed delivers funding through the Advanced Research Projects Agency-Energy (ARPA-E) and the Department of Energy’s Office of Science to develop next-generation, innovative energy technologies and support basic and applied scientific research in Rhode Island and across the nation.  This work strives to make America more competitive in clean energy and other modern technology endeavors.
  • To accelerate the development of next-generation energy storage, Senator Reed supported the bipartisan Better Energy Storage Technology (BEST) Act, which will help align research efforts on energy storage technologies and support grid-scale energy storage research and development to improve the efficiency of the nation’s electric grid.

FEDERAL FUNDING FOR RI

Investing in Rhode Island’s Future

Each year, states rely heavily on Congress for federal funding to finance everything from highway investment and housing assistance to health care and education grants.  In Rhode Island, over 33 percent of the state budget comes from federal dollars.  Senator Reed works every day to preserve this crucial funding. 

As a member of the Appropriations Committee and Ranking Member of its Subcommittee on Transportation, Housing, and Urban Development, Reed has secured critical funds to generate jobs and economic opportunities throughout Rhode Island. 

Today, Senator Reed continues to work with his colleagues in the Senate and the U.S. House of Representatives to secure vital support for cities and towns, hospitals, colleges and universities, military facilities, and non-profits across the state.

These federal resources enable Rhode Island to create and sustain jobs, expand and improve our infrastructure, protect the environment, and help strengthen our national defense.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed has worked to secure federal funding for several key transportation investments with more than $70 million in U.S. Department of Transportation TIGER grants.  These include $22 million for the port at Quonset Point, $13.1 million for the Pawtucket/Central Falls Commuter Rail Station, $10.5 million for the Port of Providence, $10 million for the Providence Viaduct bridge project, and $10 million for the Apponaug Circulator in Warwick.
  • While Chairman of the Interior Appropriations Subcommittee, Reed worked to sustain the federal investment in water and sewer projects, bringing in more than $18 million each year in federal funds to Rhode Island’s State Clean Water and Drinking Revolving Fund programs.  These funds leverage as much as $3 for every $1 in federal investment and provide low-interest loans so cities and towns can better afford their water infrastructure.
  • In an effort to expand the state’s freight rail service, create jobs, and grow Rhode Island’s economy, Reed worked for over a decade to secure $55 million to make the Rhode Island Freight Rail Improvement Project (FRIP) a reality.  This improvement has helped quadruple automobile imports at Quonset Point.  He also secured $32.9 million to extend commuter rail to Wickford Junction in North Kingstown. 
  • Reed also worked to establish a Southern New England Estuaries program at the EPA to help invest in the health of regional watersheds, including Narragansett Bay.
  • Reed worked with the Rhode Island Airport Corporation and the Federal Aviation Administration to develop a plan that will provide an estimated $100 million in federal funding to support runway safety and expansion projects at T.F. Green Airport.
  • In response to the great recession of 2008, Reed voted for the Recovery Act, which provided over $2 billion to help communities throughout Rhode Island prevent layoffs, invest in our infrastructure, and fund innovative research to create jobs. 
  • Reed secured $2.25 million in federal funding, which, together with $1.4 million from RIDEM and $800,000 from the City of Warwick, helped preserve 41 acres of pristine shoreline at Rocky Point.

FISHING & AQUACULTURE

Supporting Rhode Island’s Fishermen and Revitalizing Our Working Waterfront

Rhode Island’s fishing industry is critical to our economy and our communities.  Senator Reed has worked to support Rhode Island fishermen and lobstermen, many of whom face significant challenges and risks as they work hard to earn a living. 

As a member of the Senate Appropriations Subcommittee on Commerce, Justice, and Science, which oversees federal spending on the Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA), Reed has secured millions of dollars in federal funding to boost collaborative research between fishermen and researchers to address challenges facing Southern New England fisheries.  He also introduced the Rhode Island Fishermen’s Fairness Act to give Rhode Island fishermen a seat at the table of the Mid-Atlantic Fishery Management Council (MAFMC), a government board that establishes fishery management rules for federal waters off the mid-Atlantic coast. 

Reed has worked to conserve Rhode Island’s coastal waters so that our families, fishermen, and visitors can continue to enjoy the state’s natural resources.  And recognizing the important role the marine economy plays in Rhode Island, Senator Reed continues to support efforts to help grow Rhode Island’s marine workforce and revitalize our boating and fishing industry.

  • Healthy fish populations depend upon strong, science-based catch limits, and Senator Reed has worked to secure over $6 million in federal funding for collaborative fisheries research to collect more accurate fisheries data along the northeastern United States.
  • Reed worked with RIDEM to secure nearly $3 million from the U.S. Economic Development Administration to repair the pier at the Port of Galilee.
  • Reed has worked at the federal level to help protect the health of Narragansett Bay by securing over $1 million for researchers to study hypoxia, or “dead-zones,” that have resulted in large fish kills, and by developing strategies to prevent and control the problem.

GUN SAFETY

Putting an End to America’s Gun Violence

As a former Army Ranger, Senator Reed has great respect for firearms, firearms education and training, and responsible gun ownership.

Yet, as America continues to experience horrific and senseless gun violence and mass-shootings, Senator Reed believes our nation must do much more to reduce gun violence.  He supports improving background checks, cracking down on gun trafficking, and passing practical gun safety laws that would make our communities safer.

Senator Reed has authored legislation to close loopholes that allow potentially dangerous people, such as convicted felons and individuals with a history of severe mental instability, to purchase firearms.  He also supports the Assault Weapons Ban, which would prohibit the sale of military-style assault weapons and high-capacity ammunition magazines.

Over the years, Reed has introduced or cosponsored legislation to close loopholes in our background check system and make it illegal for those on the FBI terror watch list to buy a gun, and successfully ended the ban on gun violence research at the U.S. Centers for Disease Control and Prevention (CDC).

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed participated in the March For Our Lives rally with Rhode Island students advocating for an end to gun violence, and he cosponsored the Keep Americans Safe Act, which would prohibit the transfer, importation, or possession of magazines able to hold more than ten rounds of ammunition.
  • To create a federal red flag grant program that would support efforts like those undertaken in Rhode Island, Senator Reed introduced the bipartisan Extreme Risk Protection Order and Violence Prevention Act.  The legislation would help local law enforcement officials prevent dangerous individuals from purchasing or possessing firearms, while still providing due process protections.
  • Reed has cosponsored the Background Check Expansion Act, the Background Check Completion Act, the Fix NICS Act, the 3D Printed Gun Safety Act, the Keeping Gun Dealers Honest Act, and the Untraceable Firearms Act.
  • Senator Reed also helped secure $25 million to fund federal gun violence research for the first time in more than two decades at the U.S. Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH).

HEALTH CARE

Fighting for Affordable Care and a Healthier Rhode Island

Senator Reed believes that health care should be affordable and accessible to all.  He has long supported efforts to improve the quality of our health care system and reduce costs for consumers, and he has continued this steadfast work throughout the COVID-19 pandemic.  Reed has also been nationally recognized for his work on children’s health, and he helped author key provisions of the Affordable Care Act (ACA), in order to give individuals and families more choice and more control over their health care.

Reed is a leader when it comes to lowering prescription drug costs, and is committed to preserving and protecting Medicare and Medicaid, improving the quality of the care Rhode Islanders receive, and lowering costs without slashing benefits.  He has sought to allow Medicare to negotiate for lower prices for American consumers, and worked throughout his career to infuse Rhode Island’s Medicaid program with additional federal funds.

Reed helped broker a bipartisan agreement that prevented over 600,000 children nationwide from potentially losing their health insurance and boosted Rhode Island’s funding for the State Children’s Health Insurance Program (SCHIP) from $13.2 million to $69.5 million – the highest percentage increase of any state.  This increase bolstered Reed’s longstanding efforts to ensure more federal dollars to support our state’s health care system.

Senator Reed has strenuously opposed any attempts to dismantle the ACA and undo protections for people with preexisting conditions.  These repeated efforts do nothing to provide Rhode Islanders with expanded health care choices or lowered costs, and Reed has consistently defended the coverage and protections the ACA affords millions of Americans.

  • Senator Reed authored the bipartisan landmark Childhood Cancer Survivorship, Treatment, Access, and Research (STAR) Act to advance pediatric cancer research and child-focused cancer treatments, improve childhood cancer surveillance, and provide resources for survivors and those impacted by childhood cancer.
  • Reed authored the Garrett Lee Smith Memorial Act, the first federal law to provide funding for youth suicide prevention programs, including on college campuses.  He also helped lead the charge to promote the National Suicide Prevention Lifeline, successfully passing a bipartisan law to shorten the number from ten digits to three – 9-8-8 – to make it easier for those at risk of suicide to call for help, and leading efforts to increase funding for the Lifeline to shorten wait times. 
  • To improve the tracking and prevention of opioid-related overdoses and help people and communities who are suffering from the opioid crisis, Senator Reed helped the state land a $17.1 million federal grant to combat Rhode Island’s opioid epidemic and support prevention, treatment, and recovery programs.
  • Reed annually leads efforts to boost federal funding for vital immunization and disease prevention programs for children and adults.  He is also nationally recognized for his targeted efforts to prevent lead poisoning, which include leading the annual letter urging increased funding for prevention programs, and he has delivered millions to support Rhode Island’s prevention and abatement efforts.

HOUSING

A Strong Housing Sector is Key to a Healthy Economy and Flourishing Communities

Senator Reed is working hard to help stabilize the real estate market, especially for renters and businesses, so Rhode Island’s economy can continue to recover.

Reed has long championed efforts to make rental housing options available to more Americans and wrote the law creating a trust fund to build, preserve, and rehabilitate affordable rental apartments.  He also serves as Ranking Member of the Appropriations Subcommittee on Transportation, Housing, and Urban Development, which authors the funding for the U.S. Department of Housing and Urban Development (HUD).  

In addition to the cost of rentals in Rhode Island, Reed has focused on preventing foreclosures, ending homelessness, supporting the redevelopment of blighted communities, cleaning up lead-based paint in homes, weatherizing and retrofitting homes to be more energy efficient, and ensuring healthier, more livable communities.

KEY PRIORITIES & ACCOMPLISHMENTS

  • In 2010, Reed helped write key sections of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which created the Consumer Financial Protection Bureau and directed it to implement major reforms in the mortgage industry.
  • To help bolster Rhode Island’s economy and provide qualified homeowners with additional resources to prevent foreclosures, Senator Reed secured $79 million in federal foreclosure prevention funds through the Hardest Hit program, which was administered by Rhode Island Housing, and more than $25 million in funding for the Neighborhood Stabilization Program. 
  • To help communities nationwide reduce homelessness, Senator Reed wrote and passed the bipartisan Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act.  This law simplified and consolidated competitive Department of Housing and Urban Development (HUD) homelessness assistance programs and allowed more funding to flow to communities that demonstrate a commitment to preventing and ending homelessness.
  • Reed increased funding to remove lead-based paint from homes, educate families about the dangers of lead poisoning, and train inspectors and workers to identify lead contamination in housing.  Senator Reed has helped secure over $47 million for Rhode Island lead poisoning prevention programs.
  • Senator Reed introduced the Family Self-Sufficiency Act, a bipartisan bill that enhances and expands the reach of the existing HUD Family Self-Sufficiency program, which helps families enrolled in housing voucher or public housing programs increase their earnings, build savings, and make progress toward self-sufficiency.  Part of this bill become law through other legislation. 
  • Reed introduced the HAVEN Act, which is bipartisan legislation to create a competitive pilot program for non-profit organizations to help make home repairs and accessibility improvements for disabled or low-income veterans.

IMMIGRATION

Supporting Comprehensive Immigration Reform

Senator Reed believes we must have smart, fair, workable immigration policies that welcome into the United States those who embrace America’s ideals and values.  Yet our current immigration system hampers economic growth, weakens our ability to deter illegal traffic into the United States, and fails to meet that standard of fairness.  As such, Senator Reed supports comprehensive immigration reform that fixes our broken federal immigration system and protects our national security.

Throughout his time in the Senate, Senator Reed has voted to move forward with comprehensive immigration reform, including the 2013 Border Security, Economic Opportunity, and Immigration Modernization Act.  This bipartisan bill, which passed the Senate, would reduce our budget deficit and institute broad measures to secure our borders, deter employers from hiring those who come here illegally, and offer a tough but fair pathway to earned citizenship.  Fixing our immigration system also means supporting policies that foster innovation and growth, including a process to retain highly-educated individuals once they graduate from American colleges and universities, rather than taking their skills overseas.

  • In 2013, Senator Reed helped pass bipartisan comprehensive immigration reform, and he continues to support a practical and enforceable overhaul of our immigration laws. 
  • Reed is a staunch supporter of the Development, Relief, and Education for Alien Minors (DREAM) Act, which would give bright, law-abiding, hardworking immigrant students who serve in the military or attend college an opportunity to earn legal status. 
  • Reed is also the author of the Liberian Refugee Immigration Fairness Act, a bill to grant permanent residency to Liberians, many of whom have lived legally in the United States since 1991.  These hardworking people left their nation decades ago to escape danger and economic strife.  They are making important economic and civic contributions to our communities and should have the option of applying for permanent residency here in their adopted home.
  • In an effort to spur new jobs and increase capital investment in Rhode Island, Senator Reed helped welcome the first EB-5 Regional Center to the state in 2013.  Spending associated with the EB-5 program has contributed billions to the U.S. gross domestic product, and Rhode Island’s participation in the program will help ensure some of that investment and production stays in the Ocean State.

Accelerating Economic Growth & Helping Businesses Create Good-Paying, Sustainable Jobs

Rhode Island has been hit especially hard by the economic downturn, and Senator Reed is working hard to help save and create jobs to get our economy back on track.  He has led efforts to restore emergency unemployment benefits for jobseekers, and to help make health care, college tuition, and energy more affordable for working families.

As a member of the Appropriations Committee, Senator Reed has directed critical federal funding back to the state to improve our infrastructure, put more people to work, and lay the foundation for future economic growth.  He continues to push for job creation legislation and a reformed tax code that is fairer for low and middle income Americans.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed worked to restore emergency unemployment insurance for 2.79 million Americans, including 12,000 Rhode Islanders.  The fully offset bipartisan legislation would help job seekers and strengthen the economy overall.  The non-partisan Congressional Budget Office estimated that extension of these benefits for all of 2014 would create 200,000 jobs and boost economic growth by 0.2 percent of GDP.
  • Reed supports the Fair Minimum Wage Act, which would increase the federal minimum wage to $10.10 an hour and provide an estimated 90,000 Rhode Islanders a raise – 70 percent of whom are 20 years or older.
  • While Chairman of the Armed Services Subcommittee on Seapower, Senator Reed secured over $17 billion in submarine shipbuilding, which has fortified Rhode Island defense and manufacturing jobs for years to come. 
  • Senator Reed cosponsored legislation to create a national network of manufacturing hubs to help expand advanced manufacturing in Rhode Island and bring more good paying, middle-class jobs to the state. 
  • In an effort to build bipartisan support for legislation that will help create jobs, modernize America’s manufacturing sector, and improve workforce training, Senator Reed is working to get Congress to refocus on manufacturing through the “Manufacturing Jobs for America” initiative.
  • To support Rhode Island jobs and industry, Senator Reed has worked to secure federal funding for several key transportation investments with more than $52 million in U.S. Department of Transportation TIGER grants.  These include $22 million for the port at Quonset Point, $10.5 million for the Port of Providence, $10 million for the Providence Viaduct bridge project, and $10 million for the Apponaug Circulator in Warwick.

JUSTICE & LAW ENFORCEMENT

Strengthening Communities and Improving Public Safety

Senator Reed believes we must urgently reform and improve our justice system to ensure fairness, enhance public safety, and strengthen our diverse communities.

To improve public safety, Senator Reed has worked with cities and towns across the state to ensure their police departments have the staffing, training, and technology they need.  Senator Reed supports the community policing model that fosters collaborative partnerships and builds trust between law enforcement and those they serve and protect.  He believes transparency, accountability, and strong, independent oversight of police departments is essential, and that lawmakers – not just law enforcement officers – need to do more to tackle the root causes of neighborhood crime and poverty.  It is essential that we address neglected priorities like affordable housing, substance abuse, education, mental health services, workforce development, and youth programs.

Ensuring a more just future also means prioritizing rehabilitation over mass incarceration.  Today, the U.S. incarcerates its citizens more than any other country.  Senator Reed supports the efforts in Rhode Island’s drug and veterans’ treatment courts, which offer a model where offenders are held accountable through frequent court appearances and rigorous programs and interventions that help provide cost-effective alternatives for protecting public safety and reducing recidivism.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Reed delivered $75 million to implement the Fair Chance Act, in order to help people who have served their time find gainful employment after they’ve been released from prison.
  • The Senator also helped pass the First Step Act, a landmark criminal justice reform law that lowered recidivism rates and reduced sentences for nonviolent offenders, and gave more latitude to judges to make sure lengthy sentences are not mandated for multiple nonviolent offenses.
  • Senator Reed joined in introducing the Law Enforcement Identification Act, which would require all federal law enforcement officers, contractors, and members of the Armed Services to clearly identify themselves, their service branch or agencies, badge number, or rank while they are engaged in crowd control at civilian protests or other similar activities.
  • To help reduce the logjam in DNA evidence collection, Senator Reed voted to create the DNA Backlog Reduction Program, and has since worked to secure millions of dollars to help make headway on the problem.  This funding has helped the Rhode Island Department of Public Safety improve the quality, timeliness, and credibility of forensic science services in Rhode Island.

NATURAL DISASTERS & EMERGENCY RESPONSE

Enhancing Rhode Island’s Emergency and Disaster Preparedness

Rhode Island’s coastal location makes it susceptible to natural disasters like flooding, hurricanes, and snowstorms.  And when disasters have struck, Senator Reed has been there to help Rhode Islanders recover.

When the historic flooding of 2010 hit Rhode Island, Reed helped ensure over $200 million in federal flood assistance to help families, businesses, and communities rebuild.  After Hurricane Sandy hit, Reed helped secure more than $120 million in federal funding for estimated repairs and mitigation.

Senator Reed recognizes that our environment is under constant stress from a changing climate, including warming temperatures and weather volatility.  He is committed to helping communities take action to better adapt to natural disasters affected by climate change.  This includes the increase in resilience of our critical infrastructure and emergency preparedness.

KEY PRIORITIES & ACCOMPLISHMENTS

  • Senator Reed led the effort to develop a supplemental disaster relief package for the state after the floods of 2010.  These additional funds, which augmented regular disaster assistance dollars, included $13 million in Community Development Block Grants – Disaster Recovery (CDBG-DR) funds, $15 million in Economic Development Administration (EDA) recovery funds, a reduction in the state and local cost-share for FEMA disaster assistance (saving more than $3 million for state and local governments), and $2.25 million in assistance from the U.S. Army Corps of Engineers.
  • Reed also worked to provide supplemental funding for Hurricanes Irene (2011) and Sandy (2012).  This includes more than $19 million in CDBG-DR funds (Sandy) and $6 million in EDA funds to repair a bulkhead at Quonset Point (Irene).
  • Reed facilitated the transfer of the Fox Point Hurricane Barrier and the Woonsocket Local Protection Project from the cities of Providence and Woonsocket to the U.S. Army Corps of Engineers.  Since then, Reed has worked to provide over $21.7 million to repair and operate these projects between 2009 and 2014.  These costs, plus all future operation and maintenance expenses, would otherwise have been left for the cities to bear themselves.
  • Reed was a cosponsor of the Homeowner Flood Insurance Affordability Act to prevent homeowners from seeing exponential premium rate increases from one year to the next.  The bill included an amendment authored by Reed to study the possibility of allowing communities to purchase coverage on behalf of its property-owners. 
  • Reed authored the National Flood Mapping Act, which was largely incorporated into the 2012 reauthorization of the National Flood Insurance Program, to help improve the accuracy of flood maps so businesses and homeowners know if they are at risk. 
  • Reed cosponsored the Clean Air, Healthy Kids Act, which reverses President Trump's executive order "Promoting Energy Independence and Economic Growth."

SENIORS

Safeguarding Social Security and Medicare, and Fulfilling Our Commitments to Senior Citizens

With more than 16 percent of its population over 65, Rhode Island has one of the highest proportions of seniors in the country.  Senator Reed believes that we must meet the unique needs of older Americans and protect the programs that they paid into, like Social Security and Medicare.  

Senator Reed is committed to ensuring that Social Security remains strong and viable for millions of Americans.  Today, nearly 220,000 Rhode Islanders receive Social Security benefits.  Throughout his career, Reed has repeatedly voted to keep Social Security on sound financial footing and strongly opposes efforts to privatize the program or use it to pay for new tax breaks.  He successfully fought efforts to use the Chained CPI to determine cost-of-living adjustments, which would have cut Social Security benefits. 

Given its structure and design, Social Security cannot contribute to the federal deficit.  Senator Reed has worked to protect the Social Security Trust Fund from being diverted to other programs or used for government spending.  To help stabilize the Trust Fund for future generations, Reed supports including annual income above $117,000 in the wage base for Social Security contributions to help ensure that high-income earners contribute a fair share to the system.  That kind of step points Social Security toward even stronger financial solvency.

Senator Reed strongly believes we must encourage more personal savings and investment for retirement.  However, it should not be at the expense of Social Security, the one program that offers stable, guaranteed income security to the elderly, disabled, widows, and children of deceased or disabled workers.  

He also vigorously opposes the Republican plan to dismantle Medicare and Medicaid.  Ending Medicare as we know it would destroy people’s ability to pay their bills and save for retirement, college tuition, or anything but the medical insurance they will need as they get older.  In fact, Reed supported the Affordable Care Act (ACA) because it makes key improvements to Medicare that strengthen its long-term solvency and increase benefits.  The ACA also increases access to the Medicaid program, which provides critical long term and nursing home care to seniors.

Reed knows how important it is for retirees to be able to access care.  He is committed to giving better certainty to Medicare patients and providers by ensuring that doctors are fairly reimbursed under Medicare.  At the same time, he also knows how important it is to prevent poor care and fraud under Medicare, and has supported efforts to prevent them and make sure those who commit such crimes are held accountable.

Senator Reed also supports programs that allow older Americans to maintain their independence and contribute to their communities, like home-delivered meals initiatives, the Senior Community Service Employment program, and the Section 202 Housing for the Elderly program, which provides affordable housing options for certain low-income seniors.

  • Reed helped author key provisions of the Affordable Care Act (ACA), which is helping to close the Medicare prescription drug “doughnut hole” and is providing Medicare beneficiaries with free preventive services, like vaccines and cancer screenings.  As of the end of 2013, Rhode Island seniors have saved more than $31 million on prescription drug costs as a result of the ACA. And Reed believes that the government should be able to make prescription drugs more affordable by allowing Medicare to negotiate prices with big drug companies.
  • Reed opposes efforts to cut Social Security and Medicare as a means to reduce the deficit.
  • Reed believes that hard-working government employees should be recognized for their service and not penalized by the Social Security benefit calculation formula.  For this reason, he supports legislation to repeal the Government Pension Offset and Windfall Elimination Provision under Social Security.
  • Senator Reed has supported efforts to ensure that the Social Security Administration receives the resources necessary to help process claims more rapidly and reduce backlogs in the claims determination process.
  • To help make it easier for Americans to save for retirement on their own, Reed has supported pension portability initiatives, so workers won’t lose their pension if they change jobs.
  • Concerned about high out-of-pocket costs for Medicare beneficiaries, Reed supports legislation to repeal Medicare’s cap on outpatient therapy services and a bill to ensure that those who are hospitalized under “observation status” are eligible for Medicare-covered, skilled-nursing-facility treatment after their discharge.  
  • Reed has consistently worked with the federal Centers for Medicare and Medicaid Services to ensure that Rhode Island’s hospitals receive fair reimbursements for treating Medicare patients.
  • Reed helped close the Medicare Part D prescription drug “doughnut hole,” which left seniors without coverage for a large portion of their prescription drug costs and backed provisions of the ACA to provide Medicare beneficiaries with free preventive services, like vaccines and cancer screenings.  As a result of these reforms, thousands of Rhode Islanders have saved more than $70 million since 2010.

TAX REFORM

Reducing the Tax Burden on Middle-Class Families and Small Businesses

Throughout his career, Senator Reed has voted to reduce the tax burden on hardworking Rhode Islanders and local businesses.  He supports responsible tax reform that boosts take-home pay, spurs job growth, closes egregious loopholes, expands opportunity, and strengthens the long-term financial stability and security of our nation.

Reed opposed the trickle-down Trump Administration tax bill because it was unfair, irresponsible, and amounted to a historic transfer of wealth from students, seniors, and working families to multi-national corporations and the wealthy.  That law weakened America’s financial stability and undermined the integrity of our tax structure, baking corporate tax avoidance into the system.

Senator Reed supports reforms to simplify our tax code and make it fair for families and employers alike.  He has offered legislative fixes to end the loopholes that benefit special interests at the expense of working Americans, and he has supported legislation to ensure that corporations pay their fair share.

Giving more money to the wealthy and hoping it will trickle down to the rest of society is bad economics.  It adds to America’s debt burden and makes rich people richer.  Senator Reed knows that repairing the tax code to make it more supportive of middle-class Americans is key to a booming economy and a fairer America, and he supports efforts to do just that.

  • Senator Reed served on the bipartisan working group that crafted the landmark Middle-Class Tax Relief and Job Creation Act, which included Senator Reed’s layoff prevention provision to finance work sharing programs.  Work sharing has been a successful approach in Rhode Island and other states to protect worker earnings while helping employers maintain their workforce even when they need to reduce hours because of economic conditions.
  • Reed introduced the Stop Corporate Inversions Act and the American Business for American Companies Act to end the corporate shell game that has enabled some companies to shift their addresses abroad, in order to reduce their taxes and increase the tax burden on American taxpayers.
  • In order to close a major loophole that allows special and excessive tax write-offs on multi-million dollar executive pay, Reed authored the Stop Subsidizing Multimillion Dollar Corporate Bonuses Act.  He also offered a plan to save taxpayers $415 million by prohibiting corporations from getting tax deductions for court-ordered punitive damages they pay for their misconduct.  
  • Senator Reed cosponsored the Working Families Tax Relief Act to cut taxes for workers and families by expanding the Earned Income Tax Credit (EITC) and the Child Tax Credit (CTC), two of the most effective tools in putting money in the pockets of working people and pulling children out of poverty.  Expanding the credits would give millions of additional Americans a foothold in the middle class.

TRANSPORTATION & INFRASTRUCTURE

Keeping RI Moving – Investing in Roads, Ports, and Mass Transit

Our transportation infrastructure is the backbone of our economy, affecting the way we live, work, travel, and do business.  In Rhode Island, Senator Reed has championed critical road, highway, bus, rail, and port projects to help improve its aging infrastructure. 

Senator Reed serves as Ranking Member of the Appropriations Subcommittee on Transportation, Housing, and Urban Development, which controls funding for transportation and infrastructure projects.  He has delivered millions of dollars in federal funding to improve Rhode Island’s roads, repair its bridges, expand commuter rail service, modernize RIPTA buses, upgrade its ports and airports, and ensure access to high-speed rail. 

Rhode Island’s roads and bridges need to be repaired to help our economy grow.  That is why Senator Reed has fought to preserve Rhode Island’s share of federal funding, which currently totals an average of about $2.75 from the federal government for every $1 that Rhode Island pays into the transportation trust fund.

  • Senator Reed worked with the Rhode Island Airport Corporation and the Federal Aviation Administration to develop a plan that will provide an estimated $100 million in federal funding to support runway safety and expansion projects at T.F. Green Airport.
  • Reed helped secure $32.9 million to expand commuter rail service to North Kingstown, which will help ease traffic in the southern half of the state and better connect all of Rhode Island.
  • To help create jobs and spur economic growth, Reed helped direct over $22 million in TIGER Grants to upgrade the Port of Davisville at Quonset Point and over $10 million for the Port of Providence.
  • Reed also worked to secure funding for TIGER grants for the Providence Viaduct and Apponaug Circulator in Warwick.
  • In 2010, Reed helped the state secure an estimated $28 million in high speed rail funding for improvements to the tracks near Kingston Station and to develop plans for facility improvements at Providence Station.
  • Reed also supported the reauthorization of the nation’s highway and public transportation law. The law sustained the federal investment in highway and transit, maintaining in part the work Reed did in 2006 to help increase federal funding for RIPTA by 71%.
  • In an effort to expand the state’s freight rail service, create jobs, and grow Rhode Island’s economy, Reed worked for over a decade to secure $55 million to make the Rhode Island Freight Rail Improvement Project (FRIP) a reality.
  • Senator Reed also worked to secure more than $50 million to dredge the Providence River to better serve the Port of Providence.

Reed believes it is imperative to fix the VA health care system so our veterans and their families have access to the quality services they have earned and deserve.  That is why he supported the bipartisan Senate legislation to help rectify the systemic issues in the VA health care system and address the excessive wait times veterans have faced when trying to schedule an appointment with VA doctors.  The legislation accomplishes this by giving patients the option to seek care at community health centers, military hospitals, or private doctors when wait times or distance to a VA facility are too great, authorizing emergency funds to hire new doctors and nurses, authorizing leases for 26 additional VA facilities, and giving the VA Secretary the authority to dismiss senior executives for poor job performance while safeguarding against political or scapegoat firings.

As a member of the Appropriations Committee, he helped pass the largest veterans budget in history in 2014, which significantly improved resources to process disability claims and treat Traumatic Brain Injury and Post-Traumatic Stress Disorder for those returning from Iraq and Afghanistan.  Reed also helped pass the Post-9/11 G.I. Bill, providing better tuition benefits to veterans and their families for college and job training after their service.

Senator Reed knows that we ask a great deal of those in uniform and their families and he is committed to making sure they are not left behind.

KEY PRIORITIES & ACCOMPLISHMENTS

  • In an effort to help reduce the backlog of veterans’ disability claims, eliminate bureaucratic delays, and deliver benefits to veterans more quickly and efficiently, Reed worked with the VA to make Providence the first Regional VA office in the nation to install a new Veterans Benefit Management System (VBMS).
  • Senator Reed helped pass the Military Retirement Restoration Act, which reversed a planned one percent cut to the annual cost of living adjustment (COLA) increase for military retirees 62 years of age and younger, which was set to take effect in 2015.
  • As part of his continuing effort to provide suitable housing for disabled and low-income veterans, Senator Reed introduced the HAVEN Act, which authorizes a competitive, five-year, $20 million pilot program to help make home repairs and improvements for disabled or low-income veterans.
  • Reed voted to pass the Post-9/11 G.I. Bill, giving substantially more benefits to veterans and their families for college and job training after their service.
  • To eliminate the disability claims backlog, Senator Reed supported the Appropriations Committee’s 10-point plan to provide additional resources and accountability to the VA to improve claims processing. This included an additional $294 million for claims operations in the 2014 budget.
  • Reed wrote the law to create the Office of Service Member Affairs in the Consumer Financial Protection Bureau (CFPB), and continues to urge the Department of Defense to strengthen the Military Lending Act to further protect service members and their families against abusive financial practices.
  • Reed helped enact the Veterans Health Care Budget Reform and Transparency Act, which requires a two-year budget for VA medical programs, ensuring better care for our nations’ veterans.
  • To enhance legal and financial protections for members of the military under the Servicemembers Civil Relief Act (SCRA), Senator Reed introduced the Servicemember Housing Protection Act and the SCRA Rights Protection Act. Collectively, these bills would make it easier for service members to work with creditors prior to deployment, extend foreclosure protection to surviving spouses, and protect service members from mandatory arbitration clauses in everyday financial transactions.

Keeping America Safe at Home

 

Senator Reed knows that terrorism is an ever-constant threat to our nation.  To protect Americans from these dangers, he supported the implementation of the independent 9/11 Commission recommendations, and he convened the Senate’s first hearing on securing our nation's mass transit system after 9/11.  Reed has also supported efforts to secure and strengthen terrorist targets like nuclear and chemical plants.  And as a member of the Appropriations and Armed Services Committees, he remains committed to providing the resources necessary to safeguard our nation's borders, airports, and seaports.

Reed also believes that securing our homeland means more than just defending America against terrorist threats abroad.  It means providing local law enforcement here at home with the tools they need to keep our streets safe, and maintaining a strong, well-equipped National Guard that can rapidly respond to emergencies in Rhode Island and across the country.

Senator Reed also recognizes that real security depends on making our communities safe places to live and work.  In an effort to help police, firefighters, and medical personnel respond to natural disasters and emergencies, Senator Reed voted to invest in interoperable communications equipment so Rhode Island officials can better coordinate resources and help save lives.  Reed has also helped pass legislation to put more police on the streets, offering greater protection and outreach to our communities.

  • Since 2011, Senator Reed has helped to secure $35.7 million in anti-terror and disaster preparedness funding to help Rhode Island prevent and respond to terrorist attacks and other emergencies.  These funds are targeted to help Rhode Island government agencies and organizations prepare for, respond to, and recover from regional and national emergencies, disasters, and mass-casualty events.
  • To ensure the U.S. Coast Guard maintains a strong presence in the Ocean State, Reed secured more than $23.5 million to make facilities improvements at Naval Station Newport to provide a permanent home for three Coast Guard cutters and their crews. 
  • Recognizing the central role that cybersecurity plays in both our national security and our economic future, Reed is focused on mitigating cybersecurity breaches that threaten American consumers and companies, financial markets, and our security.  As a member of the Armed Services and Appropriations Committees, Reed works to secure funding for the Department of Defense’s cyber workforce, STEM education programs, and workforce development grants for Rhode Island colleges and universities.
  • Reed delivered eight C 130J Super Hercules airplanes to the Rhode Island Air National Guard.  These planes help the 143rd Airlift Wing transport troops, equipment, and supplies to combat and humanitarian missions.

Environment

Dealing with Climate Change and Preserving Our Natural Resources

 

Senator Reed understands that a clean environment is important to our state’s economy and Rhode Islanders’ health and quality of life.  His conservation efforts have helped clean up and preserve Rhode Island’s open spaces, beaches, and waters, so future generations may appreciate the beauty of the state while living healthy, productive lives.

He also recognizes that our environment is under constant stress from a changing climate.  Warming temperatures and weather volatility pose a threat to our environment, economy, and national security, and Senator Reed believes that part of our mitigation strategy must include a national energy policy that limits carbon pollution, focuses on the development of clean, renewable energy sources that create jobs, and holds big polluters accountable.  He also believes that communities must take action to better adapt to a changing climate.  This includes the increase in resilience of our critical infrastructure and emergency preparedness.

Reed has fought efforts to gut the Clean Air Act, rejecting harmful policy riders and deep funding cuts that would weaken the EPA’s ability to address climate change and fight pollution that threatens public health.  He has also fought to maintain robust funding for the EPA Clean Water and Drinking Water State Revolving Funds.  These key federal programs help states finance priority water and wastewater construction projects that support jobs, improve water quality, and safeguard public health and the environment.

Reed has also been at the forefront of a national movement to reconnect kids with nature and strengthen environmental education in America's classrooms.  He is the author of the No Child Left Inside Act, which would support outdoor learning activities for Rhode Island’s students.

 

Key Priorities & Accomplishments

 

  • Senator Reed has helped provide millions of dollars in federal Brownfields funding to support environmental cleanups and revitalize former industrial and commercial sites throughout the state, transforming them from abandoned and blighted properties into community assets.
  • Reed secured millions of dollars in federal funding for conservation projects to help preserve Rhode Island’s fish and wildlife populations, cultural heritage, and open spaces.  Major projects included the Blackstone River Valley National Heritage Corridor and the Rhode Island National Wildlife Refuges, as well as efforts to clean and preserve Narragansett Bay and Rocky Point.   He also wrote the law establishing the Blackstone Valley National Historic Park. 
  • Reed secured $2 million to establish a Southern New England Estuaries Geographic Program within the EPA, which will provide grants to Rhode Island and Massachusetts stakeholders to work on priority watershed restoration projects.
  • As a member of the Appropriations Committee, Reed secured $2.25 million in federal funds to contribute to the purchase and preservation of Rocky Point, in conjunction with the City of Warwick and the RI Department of Environmental Management.
  • In 2013, Reed received a distinguished service award for his efforts to protect and restore Rhode Island’s estuaries and water resources.  The award was presented by the National Estuarine Research Reserve Association, Restore America’s Estuaries, Association of National Estuary Programs, Narragansett Bay Research Reserve, Save the Bay, and the RI Department of Environmental Management.

Helping Small Businesses Thrive

 

In the last 20 years, two-thirds of all net new jobs in this country were generated by small businesses, and today over half of all U.S. workers either own or work for a small business.  Senator Reed believes that our country’s strength is its ability to foster opportunities to innovate new business ideas – whether from the boardroom or the kitchen table – to grow into full-fledged enterprises that generate good-paying jobs and vitality in our communities.

Senator Reed understands the importance of small businesses.  They support local employment, boost economic activity, and preserve neighborhoods and cultures across our state.  To assist small businesses, Senator Reed supports the bipartisan Marketplace Fairness Act, which ensures that online and traditional brick-and-mortar stores have to follow the same rules when it comes to things like state sales taxes, because neighborhood stores won’t have a level playing field until this legislation is passed. 

Senator Reed has also worked to reauthorize the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs through 2017.  These important federal programs offer small businesses the potential to explore and expand their commercial footprint and encourage entrepreneurism, innovative research, and development throughout Rhode Island.  He is also a strong backer of the Defense Procurement Technical Assistance program, which helps small Rhode Island defense firms compete and win contracts to supply our military.

  • Senator Reed committed to helping small businesses when he voted for the 2014 Omnibus Appropriations bill, which provided $196 million for entrepreneurial development grants that fund technical assistance, training, and business planning guidance for starting and growing small businesses.
  • In the wake of the historic 2010 floods that hit Rhode Island, Senator Reed helped secure nearly $14 million in small business loans from the Small Business Administration (SBA) for 175 businesses throughout the state.

Wall Street Reform

Preventing Future Crises and Protecting Consumers on Main Street

 

Senator Reed fights hard to put consumers first.  He has worked to increase investor protections, improve the transparency of complex financial markets and products, and toughen federal oversight of investment banks and securities firms.

When the economy collapsed in 2008, Reed wrote the law ensuring taxpayers would share in the rewards when the banks recovered.  As a result of Reed’s efforts, taxpayers have earned more than $9.4 billion in additional dividends – money that would have otherwise been kept by the rescued banks.

Reed has focused particular attention on ensuring the Securities and Exchange Commission’s (SEC) authority to aggressively pursue fraud, improve its risk management capabilities, and protect investors by enhancing the agency’s technological resources to police Wall Street.  He has authored laws to strengthen the SEC’s ability to bring enforcement actions, address issues revealed by the Madoff fraud, and modernize the SEC’s ability to obtain critical information. 

In order to bring transparency and accountability to Wall Street, Senator Reed helped write several key pieces of the historic Wall Street Reform and Consumer Protection Act, including a provision establishing a new Consumer Financial Protection Bureau (CFPB).  He also created the independent Office of Financial Research, which researches and analyzes risk throughout the financial system.  This should give financial regulators the data and analytical power they need to understand the factors that threaten our financial system, provide early warnings, and allow regulators to act on this information to protect our economy. 

Senator Reed also joined forces on a bipartisan basis to establish within the CFPB an Office of Servicemember Affairs.  This new office acts as a consumer watchdog for servicemembers, veterans, and their families by helping to monitor financial scams and predatory lending that target them.

 

Key Priorities & Accomplishments

 

  • Reed cosponsored the Credit Card Accountability, Responsibility, and Disclosure (CARD) Act, which President Obama signed into law, establishing fair and sensible rules for how and when credit card companies can raise interest rates. 
  • Senator Reed was a key supporter of “swipe fee” reform, helping to pass a law that prevents credit card companies and big banks from imposing billions of dollars in unfair, hidden fees on consumers and small businesses each time a customer uses a debit card.  
  • Reed helped close a loophole that prevented regulators from overseeing the shadowy, over-the-counter derivatives market and bring greater accountability and transparency to this market.  The new law requires that as many derivatives as possible now be traded on exchanges and cleared by clearinghouses.  It also incorporates strong new rules that Senator Reed championed to allow regulators to require the public reporting of all swaps transactions, in order to enhance the transparency and stability of these markets.
  • Reed closed dangerous loopholes and gaps in financial oversight by requiring advisers to hedge funds and private equity funds to register with the Securities and Exchange Commission (SEC).
  • When he served as Chairman of the Banking Committee’s Securities, Insurance, and Investment Subcommittee, Reed brought attention to such issues as high frequency trading and the need for greater transparency in our markets.

A Champion for Rhode Island’s Working Women and Men

 

Throughout his career, Senator Reed has been a champion for middle class Rhode Islanders.

Reed has fought to ensure that everyone has the right to a safe workplace, fair wages, decent benefits, and the ability to organize and have their voices heard.

Reed has repeatedly voted to boost the minimum wage and has sought to ensure that employees receive the overtime pay they deserve.  To help workers who are dealing with a seriously ill family member or preparing for the birth or adoption of a new child, Senator Reed strongly supported passage of the Family and Medical Leave Act (FMLA). 

As a member of the Appropriations Committee, he has also secured critical federal funding to bolster Rhode Island’s economy, create more high-paying jobs, and expand opportunities for local businesses and their employees. 

In an effort to help unemployed Rhode Islanders who are trying to find work, Reed continues to fight for job training investments and to provide unemployment insurance benefits so people can pay their bills while looking for a new job, which economists say is one of the most effective ways to aid the economy.

 

Key Priorities & Accomplishments

 

  • Senator Reed believes that women and men performing the same job should earn the same salary.  He helped pass the Lilly Ledbetter Fair Pay Act and strongly supports the Paycheck Fairness Act. 
  • In an effort to increase quality manufacturing jobs in Rhode Island, Senator Reed, as Chairman of the Armed Services Subcommittee on Seapower, secured over $17 billion for submarine shipbuilding, which will fortify the state’s defense and manufacturing industries for years to come.
  • Reed served on the conference committee that crafted the bipartisan Middle Class Tax Relief and Job Creation Act, which extended and reformed unemployment insurance programs.  The Act also included his work-sharing legislation, which has helped employers prevent layoffs in the wake of the financial crisis.   
  • Reed fought to ensure workers who are laid off by companies as a result of increased imports or shifts in production out of the United States are eligible to receive Trade Adjustment Assistance (TAA) and any other qualifying benefits, services, and training to get them back into the workforce quickly.
  • Reed supports strengthening and expanding the Earned Income Tax Credit and the Child Tax Credit, making the tax code fairer and rewarding those who work hard and play by the rules.
  • Reed is a cosponsor of the Keep Our Pension Promises Act, which would reverse a provision passed in 2014 that could result in deep pension cuts for millions of retirees and workers in multi-employer pension plans
  • Reed updated the tax code to help working families keep more of what they earn and provide tax breaks to companies that invest in American workers.
  • Reed has focused on improving job training and placement so that workers can build their career skills and companies have access to a well-trained, educated workforce.
  • Reed has taken action to raise the minimum wage to help lift millions of working families out of poverty and supporting pay equity so that working men and women receive equal pay for equal work.
  • Reed has worked to protect the retirement security of all Americans by strengthening and safeguarding Social Security, Medicare, and Medicaid.
