Border Security

One of the Federal government's main duties to protect its borders and citizens from foreign adversaries. I believe that we must secure our border, stop the smuggling of illicit drugs such as Fentanyl, prevent the humanitarian crisis, and reduce illegal immigration. We are a country of laws, and it is important that we uphold those laws. In Congress, I will vote to increase funding for US Border Patrol and reimburse Texas for efforts to safeguard our border. Some of my efforts include:

  • Cosponsoring HR 4828, The Border Security for America Act of 2021, which will resume the construction of a border barrier system along the US Mexico border, authorize DHS to deploy tactical infrastructure and technology, and increase staffing levels at CBP.
  • traveling to the US Mexico Border along with my Republican colleagues to see the devastation that is occurring in Texas.
  • Cosponsoring B-Verify Act of 2022, which will collect biometric information from every illegal alien in order to protect children from human trafficking and deter asylum fraud.
  • Cosponsored HR 8143, Lone Star Reimbursement Act, which will reimburse the State of Texas for the costs of Operation Lone Star. Texas has taken its own actions to secure the border when it is the job of the Federal Government.
  • Cosponsored HR 8356, Flores Settlement Update and Establishment Act of 2022, which will require each family of seeking asylum to take a DNA test; this will stop the frequent use of using children as a means to secure passage into the US and deter illegal immigration.
  • Cosponsored HR 8355, Closing Loopholes and Ending Asylum Abuse Act of 2022, which eliminates the Asylum claim loophole by requiring all claims be made outside the United States and exclude those who entered the country illegally.

ECONOMY

America was built on the idea of capitalism and free-market principles, and in Congress, I vow to stand against efforts to impose socialism ideals in our country. We must let businesses get back to business without government interference and allow honest Americans to make an honest living.

We must stop apologizing for American excellence and instead encourage the export and trade of American goods to bolster the global economy. "Made in America" must return. We have to encourage American businesses to make American produces for the American people. A rising tide lifts all ships, and a strong economy is good for Americans as well as our global partners.

Economy & Jobs

I am a pro-growth conservative who believes that low taxes and regulations lead to greater opportunity and job growth. It is critical that we don't allow government red tape to hinder our global competitiveness. In Congress, I will vote to cut wasteful government spending and streamline our tax code to create incentivizes for all businesses to hire more workers and invest in America. Some of my efforts include:

  • Cosponsoring HR 1745, Developing Responsible Individuals for a Vibrant Economy, which will those under 21 years to be able to secure a Commercial Drivers' License; this will help those from high school pursue a career in trucking and logistics.
  • Voting against S. Con. Res 14, Build Back Better Act, which would increase inflation, reduce jobs, decrease economic competitiveness and growth, and increase the national deficit.
  • Cosponsoring HR 3095, Fair and Open Skies Act, which protects American jobs and upholds safety standards in the skies when dealing with foreign air carriers.
  • Cosponsoring HR 8069, the Reducing Farm Input Costs and Barriers to Domestic Production Act, which reverses harmful EPA regulations to crop protections tools and rescinds the SEC's harmful proposed rule on climate disclosures.

Education

Our schools should be places to equip the next generation of leaders. As a father with two children in public school, I'm committed to making sure our public schools are strong and well-equipped to tackle the tough job of teaching our kids. The Texas Legislature recently passed an expansion of rural broadband to help combat the new challenges to our schools brought up by COVID-19. I was grateful for the opportunity to co-author that legislation, and I look forward to bringing that mentality to Congress.

In Texas, we have some of the best teachers in the world. I want to see them supported and given the resources they need to help our kids succeed. We must stop forcing teachers to comply with radical indoctrination and get the focus back on education. We must invest in our children. They are the future of this nation.

Energy

Under Secretary Perry and President Trump, America was a net exporter of energy. While in Congress, I will support policies and initiatives that regain our energy independence and reassert ourselves as the world leader in energy production. Again, it is time that we put American energy first and allow for greater innovation, research, and development. This will secure us from the domestic impacts of international conflicts that influence the global energy market and allow us to better support the American people. Some of my efforts include:

  • Cosponsored H.R. 6947, the Freedom from Russian Energy Enterprise and Domestic Oil Maximization Act which will ban imports of oil and natural gas from Russia.
  • Cosponsored H.R.6858, the American Energy Independence from Russia Act, a bill increasing our energy production by approving the Keystone pipeline and rescinding the presidential permit requirement for other pipelines. Also, expands permits for drilling and mining on federal land.
  • Cosponsored H.R.6772, the Expediting Natural Gas Exports to Allies Act, a bill revising export application for natural gas to U.S. allies.

National Security

Job number one of any government is to protect its people. As a former Navy Commander, I am a strong advocate for policies that will increase support for our Armed Forces and our National Security. Now, more than ever, America's leadership on the global stage is critical. As we enter a new age of military tactics and warfare, we must stay up to date in our technological capabilities by continuing to fund our military's research and development to stay ahead of foreign adversaries. Some of my efforts include:

  • Cosponsored H.R. 4792, the Countering Communist China Act a bill providing sanctions on certain peoples’ visas and property who infringed on intellectual property on behalf of the Chinese government
  • Voted “YES” on H.Res. 1130, supporting the inclusion of Finland and Sweden into the North Atlantic Treaty Organization, which will protect our Allies in Europe and deter future Russian aggression.
  • Cosponsored H.R. 7302, the Cyber Deterrence and Response Act of 2022 a bill placing sanctions on actors participating in cyber threats.

Veterans

Those who honorably served in our armed services deserve our appreciation and support. I was honored to work alongside outstanding men and women over my 20 years in the Navy. I will honor their service and sacrifice with diligent effort to support their needs during their transition from active duty and in their post-military lives. Our armed services men and women have fought to ensure the lives, liberty, and freedoms that we all enjoy today and in future generations. It is only fitting that we, in turn, support them.

I will always stand with our military veterans and will stand against any and all attacks against them. Some of my efforts include:

  • Sponsoring the VITAL Assessment Act (H.R. 5516) which will help provide critical mental health care and support to student veterans by improving the Department of Veterans Affairs' Veterans Integration Academic Leadership, or VITAL, Program.
  • Cosponsored and Voted Yes on HR. 7500, Fiscal Year 2022 Veterans Affairs Major Medical Facility Authorization Act, which will authorize the construction of a new spinal cord injury center in Dallas.
  • Amended the National Defense Authorization Act with a report to require the Department of Defense and Veterans Affairs to collect data on Veterans separating from the service and their ability to receive their disability rating during the process.
