Values

Pro-Life

I believe all life is sacred and every person has dignity, value, and a right to life. We share a responsibility to protect the lives of unborn children. I have made it a priority to push for pro-life policies and will continue to represent the values of southwestern Pennsylvania in Washington D.C. by supporting legislation that protects the sanctity of life.

2nd Amendment

The Constitution declares that gun ownership is not a privilege reserved for a select few, but a protected and fundamental freedom guaranteed for all law-abiding citizens. As a gun owner, I am committed to protecting the rights of law-abiding citizens to purchase, possess, and use firearms. Simply put, I do not support erosion of the Second Amendment.

Economy and Jobs

Through ingenuity and innovation, America's families have reached new levels of prosperity. I believe the best way to lift people out of poverty and improve their quality of life is through a good-paying job. Free markets, entrepreneurship, and innovation, not more government, will move this country forward. Rather than placing job-killing mandates on small businesses, I support further tax reform, cutting red tape, and other policies that will grow our economy and get more Americans back to work.

Education

As the son of two teachers, I believe it is important that our future leaders receive the best education possible. The federal government should move away from its top-down approach to education. State and local officials, teachers, and families – not Washington bureaucrats – know best how to provide the academic opportunities that will prepare students for future success.

Energy

Pennsylvania is the second largest producer of natural gas and the third largest producer of coal in the nation. These industries provide family-sustaining jobs, keep energy prices low for consumers, and inject billions of dollars into the local, state, and national economies. Importantly, domestic energy production enhances national security by ensuring we are not forced to rely on foreign nations to heat our homes and charge our cell phones. As a member of the House Energy Action Team, I am on the front lines fighting against radical proposals that would kill our coal, oil, and natural gas industries and the family-sustaining jobs in southwestern Pennsylvania that go with them. As our nation moves towards energy independence, I will continue to support measures that lower electricity costs for Pennsylvania families, create jobs for hardworking Americans, and responsibly reduce our nation’s emissions.

Health Care

I believe all Americans should have access to the high-quality, affordable health care of their choosing. I fully support ensuring coverage for those with pre-existing conditions and believe that free market solutions and competitive innovation, not government mandates, will provide coverage options that suit the specific needs of Pennsylvania's families. Congress must work to pass real reforms that will address the rising costs of prescription drugs, encourage innovation in treatments and cures, and preserve coverage choice.

Veterans

Since coming to Congress, I have been a strong advocate for proposals to support our veterans and their families. The brave men and women who served our nation deserve the very best we can provide them, and I will continue to support policies that address veteran homelessness, employment opportunities, and health care quality.

Further, I am concerned by the mental health issues plaguing our nation's veterans. Every day, 22 veterans die by suicide, and 20 percent of veterans who served in Iraq or Afghanistan suffer from post-traumatic stress disorder (PTSD) or major depression. As co-chairman of the bipartisan Military Mental Health Taskforce, I am working with my fellow co-chairman, Rep. Tim Ryan (OH-12), as well as medical experts and veteran service organizations, to find legislative solutions to mental health issues like traumatic brain injury and PTSD.

Defense

The most important responsibility of the federal government is to ensure the safety and security of all Americans. To do that, we must provide our military with the resources they need to defend our values at home and abroad. Prior to coming to Congress, I served in the United States Navy Judge Advocate General's Corps and deployed to Iraq, where I prosecuted terrorists in Iraqi Court. I know firsthand the importance of taking the fight to ISIS, al-Qaeda, and other terrorist organizations and investing in our military to maintain our competitive edge against nations who wish to do us harm.

Immigration

America has long had one of the most generous immigration systems in the world. Today, criminals and gang members are taking advantage of that generosity and putting American lives at risk. Congress needs to pass legislation to fix our broken immigration system, enhance border security with a wall, and end dangerous sanctuary city policies.

Opioid Epidemic

The opioid crisis has wreaked havoc on families and communities in Pennsylvania's 14th district and throughout the country. Too many lives have been cut short by opioid abuse. We must continue to employ a comprehensive approach to this epidemic that addresses treatment and recovery, prevention, and the illegal drug trade. To learn more about how House Republicans have made combating this crisis a top priority, visit https://www.opioidcrisis.gop/

Seniors, Social Security, and Medicare

I am committed to protecting Social Security and Medicare for today's seniors and future generations. These programs provide an important safety net to millions of Americans and were promised to recipients who invested in them. I do not support efforts to privatize Social Security or dismantle Medicare. Congress must make it a priority to find real solutions to address the solvency of these programs before it is too late.
