David Cicilline

Congressman David N. Congressman Cicilline serves Rhode Island’s First Congressional District in the U.S. House of Representatives. Congressman Cicilline is a leader in Congress on issues of core American values, ensuring equitable access to economic opportunity, sustaining and growing our manufacturing sector, promoting equality for all, protecting the rights of workers, and safeguarding the ability of older Americans to retire with dignity.

Congressman Cicilline is currently leading efforts to combat price gouging and inflation, implement gun safety legislation on the federal level, and pass the first piece of antitrust legislation of the modern era to ensure a fair and competitive online marketplace for startups, consumers, and small businesses. As a senior member of the House Foreign Affairs Committee, Congressman Cicilline recently visited Ukraine and the Polish-Ukrainian border and is working to ensure that Ukraine has the economic and security support it needs to fight against Putin’s illegal and unwarranted invasion and defend its democracy.

Consumer Protection: Combatting Price Gouging & Inflation

As Chairman of the House Antitrust Subcommittee, Congressman Cicilline is fighting for working families by working to hold giant companies and monopolies accountable for price gouging.

 

The Congressman is a lead cosponsor of The Oil and Gas Industry Antitrust Act, the Price Gouging Prevention Act, and the COVID-19 Price Gouging Prevention Act.

 

As Chairman of the Antitrust Subcommittee, the Congressman has held hearings on this issue, shedding light on how corporate consolidation has led to skyrocketing prices and supply chain issues, including in the food, oil and gas, and baby formula industries.

Education

Education is the great equalizer and Congressman Cicilline is working to make sure that every child has access to the quality education they need and deserve – which includes supporting our teachers and our public schools. The Congressman is also working to ensure that a college education is attainable for those who wish to pursue this path and is the sponsor of Making College More Affordable Act. Congressman Cicilline recognizes that climate change is one of the most serious threats of our lifetime and is working with his colleagues to ensure a clean, healthy planet for future generations. He is a supporter of the Green New Deal and has worked to bring home federal funding to support Rhode Island projects to clean up our environment and communities, including brownfields and coastal resiliency efforts.

Congressman Cicilline is a senior member of the House Foreign Affairs Committee and believes in a diplomacy-first approach to international affairs. He is a founder and co-chair of the House Diplomacy Caucus and a member of the Subcommittees on Europe, Eurasia, Energy, and the Environment; Middle East, North Africa, and International Terrorism; and Africa, Global Health, and Global Human Rights.

Gun Violence Prevention & Public Safety

Congressman Cicilline is a leader in the House on gun reform and gun safety. In 2016, with the late, great John Lewis, and in partnership with Representatives Robin Kelly, John Larson, and Katherine Clark, the Congressman organized the House sit-in for gun violence prevention. The Congressman currently serves as a Vice Chair of the Gun Violence Prevention Task Force in the House and was a founding member of Mayors Against Illegal Guns when he was Mayor of Providence.

 

He is the sponsor of the Assault Weapons Ban, the Untraceable Firearms Act – which is part of the Protecting Our Kids Act of 2022, the Disarm Hate Act, the Unlawful Gun Buyer Alert Act, and the Fire Sale Loophole Closing Act.

Health care is a human right and Congressman Cicilline is committed to ensuring that every American has access to quality, affordable care. With medical disparities made even more glaring during the COVID pandemic, the Congressman is committed to improving medical equity and supporting all of our health care workers as they care for us and our families. There is a significant housing shortage in Rhode Island and across the country and the Congressman is working hard to ensure that every Rhode Islander has a clean, safe roof over their head. He is dedicated to ensuring local public housing authorities receive the federal funding they need and that every Rhode Islander who needs one has access to housing vouchers and affordable housing options. This also means ensuring affordable housing is accessible to all – regardless of physical ability or disability.

LGBTQ+ Issues

Congressman Cicilline currently serves as the Chair of the Congressional LGBTQ+ Equality Caucus. He is the sponsor of the Equality Act, the Global Respect Act, and the Disarm Hate Act. Under his tenure as Chair, President Biden signed the COVID-19 Hate Crimes Act, which included the Jabara-Heyer NO HATE Act and legislation designating  the Pulse Nightclub as a National Memorial into law.

Reining In Big Tech

As Chairman of the House Subcommittee of Antitrust, Commercial and Administrative Law, Congressman Cicilline has been leading the fight to hold Big Tech accountable.

 

In the 116th Congress, he oversaw the Subcommittee’s 16-month, top-to-bottom investigation into the state of competition in the digital marketplace, which included seven hearings, the production of nearly 1.3 million internal documents and communications, submissions from 38 antitrust experts, and interviews with more than 240 market participants.

 

In the 117th Congress, the Congressman led the introduction of six bipartisan bills to build a stronger online economy. All six bills have been approved by the House Judiciary Committee.

  • H.R. 3816, the “American Choice and Innovation Online Act” prohibits discriminatory conduct by dominant platforms, including a ban on self-preferencing and picking winners and losers online. The bill is sponsored by Antitrust Subcommittee Chairman David N. Cicilline (D-RI) and cosponsored by Rep. Lance Gooden (R-TX).
  • H.R. 3460, the “State Antitrust Enforcement Venue Act of 2021” ensures state attorneys general are able to remain in the court they select rather than having their cases moved to a court the defendant prefers. The bill is sponsored by Antitrust Subcommittee Ranking Member Ken Buck (R-CO) and cosponsored by Antitrust Subcommittee Chairman Cicilline (D-RI).
  • H.R. 3826, the “Platform Competition and Opportunity Act” prohibits acquisitions of competitive threats by dominant platforms, as well acquisitions that expand or entrench the market power of online platforms. The bill is sponsored by Rep. Hakeem Jeffries (D-NY) and cosponsored by Antitrust Subcommittee Ranking Member Buck (R-CO).
  • H.R. 3825, the “Ending Platform Monopolies Act” eliminates the ability of dominant platforms to leverage their control across multiple business lines to self-preference and disadvantage competitors in ways that undermine free and fair competition. The bill is sponsored by Rep. Pramila Jayapal (D-WA) and cosponsored by Rep. Lance Gooden (R-TX).
  • H.R. 3849, the “Augmenting Compatibility and Competition by Enabling Service Switching (ACCESS) Act” promotes competition online by lowering barriers to entry and switching costs for businesses and consumers through interoperability and data portability requirements. This bill is sponsored by Rep. Mary Gay Scanlon (D-PA) and cosponsored by Rep. Burgess Owens (R-UT).
  • H.R. 3843, the “Merger Filing Fee Modernization Act” updates filing fees for mergers for the first time in two decades to ensure that the Department of Justice and Federal Trade Commission have the resources they need to aggressively enforce the antitrust laws. This bill is sponsored by Rep. Joe Neguse (D-CO) and cosponsored by Rep. Victoria Spartz (R-IN).

You may place an online tour request. These tours are an excellent way to see all that the nation's capital has to offer and all of these tours are of no charge to you.
