Andy Biggs

Andy Biggs was first elected to serve the people of Arizona’s Fifth District in 2016. He currently serves on the House Oversight and Reform Committee and the House Judiciary Committee, where he is Ranking Member of the Subcommittee on Crime, Terrorism, and Homeland Security.

From 2019 through 2021, he served as Chairman of the House Freedom Caucus. He is currently co-chair of the Border Security Caucus, Vice Chair of the Congressional Western Caucus, and a co-founder of the bipartisan War Powers Caucus.

IMMIGRATION

Congress must assure that we fund, begin, and complete the border wall. The catch and release program must end and Grant's law must be signed into law by the President.

I support President Trump's decision to authorize National Guard troops to secure the U.S. - Mexican border and applaud the brave men and women in Arizona who have answered the call. I will work to end illegal immigration, and to secure our border in order to preserve our sovereignty and protect Americans.

I thank the men and women who enforce our border laws and will continue to support them.

TAXES

I supported the Tax Cuts and Jobs Act. In December 2017, this bill became law and provides much-needed economic relief to the American people. This bill has laid the foundation for the revival of our economy and ensures that you keep more of your hard-earned money. This historic tax reform package allows American companies to compete globally and incentivize businesses to stay in America.

I am working to simplify our tax structure and make sure that all tax cuts become permanent.

DEFENDING LIFE

I am a fierce defender of human life. My record shows I have fought to defund Planned Parenthood, ban late term abortion (when a child can feel pain), and make sure individuals in the healthcare system will never be forced to take an innocent life.

EDUCATION

Education decisions should be made by parents-not the Federal Government. I support families having full freedom to choose what works best for their children, including public, private, online, or homeschool. Every child should have an opportunity to learn, grow, and succeed in a career path they choose. I will continue to advance education priorities focusing on local control, maximum flexibility, and ensure that Arizonans have the most educational opportunities available to them.

ENERGY

As a board member of the Western Caucus in Congress, I work with Members of Congress from all over the country to confront energy and conservation issues facing America and specifically Arizona. We must unleash the full potential of United States energy production and be sure the Federal Government does not hinder this development through unnecessary regulation, ultimately resulting in higher prices for consumers.

REGULATIONS

The first full day I was sworn in office, I kept my campaign pledge to cosponsor a bill to reduce burdensome federal regulations (The REINS Act). I have and will continue to fight onerous regulations that hamper the American entrepreneurial spirit and economy.

Congress has wrongfully delegated its duties to the Executive Branch. Unelected bureaucrats often create regulations to further their own agenda to the detriment of the American people and our economy.

I have supported President Trump and Congress as we overturned 15 major regulations that have already saved billions of dollars.

SECOND AMENDMENT RIGHTS

As a Member of Congress, I took an oath to support and defend the Constitution and the Second Amendment is pretty clear to me.

"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

I will always protect your constitutional right to keep and bear arms and to protect yourself and your family. I will continue to fight to ensure that responsible, gun owning Americans are not penalized for the actions of criminals.

REPEALING OBAMACARE

I promised to fight to repeal Obamacare and I sponsored legislation to do so. Many Arizonans have told me of the negative consequences of Obamacare.

I also introduced the Protection from Obamacare mandates and the Congressional Equity Act which would make sure lawmakers are never excused from the laws they pass.

I continue to urge House leadership to repeal Obamacare and pass meaningful reforms that would reduce premiums and allow greater choice and access to medical care such as, permitting group insurance, selling across state lines, and market-based community ratings.

BUDGET

Congress must enact a structurally balanced budget, cut spending, dramatically reduce our national debt, reform our regulatory system, and cut taxes. These steps will put America on a fiscally responsible path that we can be glad to leave to future generations. We have a long way to go but I will never give up on finding ways to get our economic house in order.

To make this point, I have introduced legislation, cosponsored by more than three dozen of my colleagues, calling upon our leadership to immediately take steps to balance the budget.

FOREIGN POLICY

I support President Trump's promise to put America first and reduce needless involvement in every hemisphere in the world. The world is an increasingly volatile place and we must follow Reagan's peace through strength mantra. We must more narrowly define what comprises America's national security interests; we must not continue to be the world's policeman. The United Nations works to undermine America's interests throughout the world and has had little success in preventing genocide or bringing peace. Therefore, I advocate that the Unites States should provisionally withdraw from the United Nations. Congress must declare war before our servicemembers and military resources are deployed for combat.

BETTER CARE FOR OUR VETERANS

We have a vibrant veteran population in Arizona's Fifth Congressional District, and they deserve our support. In Congress, I supported two pieces of legislation that go a long way in ensuring we can keep the promises we made to these heroes and their families.

The House passed the VA MISSION Act which gives veterans access to a single system that gives them the freedom to choose where they receive their healthcare and streamlines existing CHOICE programs to guarantee maximum efficiency. I also fought to pass the VA Accountability Act into law which provides the ability to fire, demote, or suspend VA employees who have repeatedly shown poor performance or misconduct.

It is an honor to serve all our veterans and servicemembers.

SUPPORTING OUR MILITARY

I have supported every National Defense Authorization Act since coming to Congress because we must give our troops what they need to keep America safe. I will combat our military readiness challenges and find ways to cut waste and efficiency within our existing programs. I supported pay raises for our troops and wholeheartedly fight to ensure their dedication and sacrifices are properly honored.

AMBER ALERT BECOMES LAW

Congress unanimously passed and President Trump signed the Ashlynne Mike AMBER Alert in Indian Country Act into law on April 13, 2018. I led this life-saving solution to ensure that no child –regardless of race, ethnicity, or birthplace—is outside the protection of this vital law enforcement tool.

Ashlynne lived on the Navajo Reservation and was 11-years old when she and her brother were kidnapped. Ashlynne’s brother was able to escape and survive the ordeal. They were transported to a deserted part of the reservation, where they were assaulted, abused, and left to die.

When a child is missing, immediate action is critical to their safe return. Authorities did not send an AMBER Alert for over 10 hours after Ashlynne went missing because of a loophole in the system. We might have saved Ashlynne—her killer later testified that she was still alive when he left her.

The AMBER Alert program has proven valuable at efficiently providing information to the public to assist in the search. Unfortunately, Indian tribes were left out of the original authorizing statute of the program, which has led to vast gaps in the system. Our bill provides the opportunity to ensure all children can benefit from the AMBER Alert program if necessary, no matter where they reside.

Veterans

We are blessed in Arizona’s Fifth Congressional District to have many veterans among us.  These individuals and their families and friends have made countless sacrifices in defense of our freedom.  Each one has a story of their service to share, many that include challenging physical, mental, and emotional outcomes that cannot be imagined by those of us who have not served. They fought so that we could live in the land of freedom and opportunity, and we will forever be in their debt.

Despite the many promises we have made to our veterans in return for their service, many still struggle to access care and benefits due to a disappointingly inefficient Department of Veterans Affairs (VA). As reported over the past few years, the VA has fallen woefully short of expectations and simple measures of human decency towards America’s best. Many VA bureaucrats have put profits and expediency over the health and safety of our nation’s heroes, and some of our veterans have endured great hardships or even perished due to their actions. These offenses are inexcusable and never should have been allowed.

The VA has taken steps to reform its policies and procedures, but there is still a lot of work to do. Since the start of the 115th Congress, the House of Representatives has considered several bills to reform the VA, restore accountability to its ranks, and ensure that our veterans are treated with the greatest sense of decency and professionalism for all of their needs. I will continue to advocate for legislation like this until every veteran receives the care that they deserve.

Health

When Barack Obama, Harry Reid, and Nancy Pelosi rammed Obamacare down the throats of Americans, they did so knowing that their legislation was an intentional takeover of one-sixth of the economy, but provided an unknown commodity. No truer words have been spoken than Nancy Pelosi’s “we must pass Obamacare to find out what’s in it.”

Once Obamacare passed, the country quickly learned what she meant. In Arizona alone, health care premiums increased 190% between 2013 and 2017. Obamacare has become a pariah for all who helped with its passage, and has led to unaffordable premiums and fewer options.

For years, Republicans have promised to repeal Obamacare. With the House, Senate, and White House under Republican control, we now have an opportunity to fulfill this promise to the American people.

Since taking office at the start of the 115th Congress, I have advocated for the immediate passage of a bill that completely repeals Obamacare and all the regulations associated with it. Many agree that this action would quickly lower premiums for every American.

After we repeal Obamacare I support passing further legislation to remove the federal government from the unconstitutional role of regulating our nation's healthcare system. We should instead make it possible for companies and individuals to buy and sell insurance across state lines, incentivize establishment of high-risk sharing pools within the states, and pass many other reforms that will lower premium costs, restore state authority, and increase the freedom of Americans to make their own healthcare choices.

I am committed to the challenge of eliminating Obamacare and to re-establishing our nation's healthcare system to once again be the envy of the world.

Economy

In the early months of the 115th Congress, we have worked to reset the nation’s regulatory climate to free the American economy from the constricting rules of unelected bureaucrats, and we are already seeing positive results. I will continue working with my colleagues and President Trump to help facilitate similar job-creation trends, roll back overreaching regulations, and pass a meaningful tax reform package to give financial relief to American families and businesses.

Congress

My main priority while serving in Congress is to restore the constitutional parameters of the federal government.  For too long, Congress has turned a blind eye to the boundaries laid out in the U.S. Constitution that provide checks and balances among the Legislative, Executive, and Judicial branches, and ensure an appropriate separation between federal and state government. This has led to a rampant regulatory state wherein unelected bureaucrats impose binding regulations without congressional approval.  Even many of Congress’s “feel-good” bills overstep our federal authority and have turned into a takeover of states’ 10th Amendment rights. It is time for Congress to practice some self-restraint and work within the bounds of the Constitution.
