Joe was first elected in 2018 to represent Colorado’s 2nd Congressional District in the U.S. House of Representatives, becoming the first African-American elected to serve in Congress in Colorado history. He serves as Chair of the Subcommittee on Public Lands and was elected by his peers to the No. 8 position in House Democratic Leadership as the Co-Chair of the Democratic Policy and Communications Committee.
As the son of refugees, Joe is fighting to ensure that all immigrants are treated with humanity and dignity. As Vice Chair of the U.S. Subcommittee on Immigration and Citizenship, he helped lead an effort in the House to protect young Dreamers and has strongly advocated for relief for Coloradans living in sanctuary. As Co-Chair of the Bipartisan Refugee Caucus, he is working to ensure that America remains a beacon of hope, and a moral leader on refugee resettlement, through legislation like the GRACE Act.
